We are a results-oriented civil society organization that implements efficient, effective, and sustainable charitable organizations in Ethiopia. Positive Action for Development (PAD) is currently undertaking a dramatic scale-up of intervention focusing on humanitarian, NEXUS, and Development programs. This includes expanding PAD intervention into different parts of the country, including Addis Ababa, Amhara, Oromia, Harari, Afar, Somali, Tigray, Benishangul-Gumuz, Sidama, and the south regional states in Ethiopia.
Job Summary:Â
The Cash-Based Transfer Programme Officer is responsible for facilitating, implementing, and monitoring project cash-based activities such as assessing the financial service provider market, selecting cash intervention beneficiaries, arranging payment requests, facilitating payments, collecting payment evidence, tracking cash usage, and producing frequent cash flow reports for financial planning, management, and reporting while adhering to organizational policies and legal requirements.
Overall Responsibilities:Â

Support the implementation of cash-based activities, including targeting, registration, verification, distribution, and follow-up, in coordination with cash working group and other relevant stakeholders.

Develop cash and voucher distribution reports.

Conduct cash post-distribution monitoring (PDM) exercises, analyze the results, and draft PDM reports.

Conduct market functionality and financial institutions service provision mapping/

Monitor the day-to-day implementation of project activities, including undertaking regular field visits to check compliance with the work plan and project documents.Â

Draft progress and other required reports. Identify and document significant project events, decisions, problems, or deviations, and ensure that project data and information are archived and shared appropriately.

In close collaboration with the field team, coordinate the release and delivery of required cash and items to the respective sites promptly, check the distribution, and provide relevant documentation and pipeline projections for planning purposes.

Liaise with counterparts and implementing partners, draft progress and other required reports, and ensure that project data and information are archived and shared appropriately.

Regularly visit project implementation sites to gain a thorough understanding of how activities are being carried out and to give guidance to the team on areas for improvement.

Prepare quality reports that have to be submitted to the government and donors based on their reporting timeliness.

Prepare and submit daily, weekly, and monthly reports and submit to the project manager on the work progress.

Ensure Sphere standards, both qualitative and quantitative, are considered and any departures documented.

Enforce proper project information documentation using activities monitoring, lessons learned, and modifications done from lessons learned and communities’ feedback on project successes

Ensure all authorities and communities are kept well informed of the Program’s success and challenges as appropriate.

Assist with any other duties as required by the supervisors and stand by for any call for assistance in any place across the country where a demand is needed

Familiarize oneself, understand, and implement, according to the area of responsibility, PAD’s policies and procedures on mainstreaming of Gender, and Child Protection.

Familiarize one and understand PAD Donor Compliance issues, specifically with the terms and conditions of the Donor the Program is working with, and comply with the same in the area of responsibility.

While conducting training, make sure the training report and the signed attendee list are formally addressed to the program team for a central donor file.
Key Responsibilities:
- Plan and coordinate beneficiary selection and verification activities.
- Plan and coordinate cash distribution activities.
- Facilitate logistics schedules and routes to optimize delivery times.
- Develop a beneficiary list, initiate payment requests, follow up, and ensure the timely accomplishment of the activities.
- Ensure compliance with accountancy standards.
- Prepare cash distribution reports and analyze delivery performance.
- Address and resolve any cash distribution issues or discrepancies.
- Implement innovative solutions to improve distribution efficiency.
- Facilitate PDM activities.
- Facilitate the project documentation requests.
- Train CFM and BSC on CFM, safeguarding, good distribution guidelines, and PSEA.
Qualifications:
Education:Â
- Bachelor’s degree and Diploma in Accounting, Business Management, Business administration, Economics, Statistics, or a related field.
Work Experience:Â
- Minimum of 5 years of experience with cash for shelter and multi-purpose transfers.
- Experience in working with governments on cash-based transfer modalities of assistance and/or in government social safety net programs is an added advantage.
- Trained on cash and voucher-based humanitarian assistance and distribution guidelines.
- Experience in cash and voucher response in the Tigray region and being able to speak Tigrigna is a value addition.Â
- Strong organizational and time-management skills.
- Excellent communication and interpersonal skills.
- Proficiency in logistics software and Microsoft Office Suite.
- Ability to work under pressure and meet tight deadlines.
