Background:  

The Jesuit Refugee Service (JRS) is an international Catholic organization with a mission to accompany, serve and advocate on behalf of refugees and other forcibly displaced people. It was founded by the Society of Jesus on 14th November 1980 in Rome, Italy.  Currently, JRS operates over 56 countries worldwide. JRS has been working in Ethiopia since 1982. Currently, JRS Ethiopia operates in Addis Ababa, Somali region (Melkadida, Kobe and Bokolomayo refugee camps) . JRS Ethiopia’s main areas of interventions are education, livelihoods, child protection, mental health and psychosocial support, emergency assistance, and reconciliation and social cohesion.  

JRS Ethiopia wants to hire qualified Virtual hub and digital service Officer.  

Summary of Main Responsibilities

 The position holder is responsible mainly for creating and facilitating digital skills training, and virtual/physical job opportunities for refugees, other forcibly displaced persons and host community members. Moreover, she/he is also responsible for designing and administering databases and virtual hub operations; encoding, processing and generating database information; developing virtual hub and database related working manuals and guidelines as well as virtual links; and information exchange platforms with partners; working out self-employment possibilities for TVET graduates. 

Key Responsibilities:

The following are the expectation and responsibilities for this position.

  1.  Management and Administration of WEB-BASED DATABASE/VIRTUAL HUB System (25%):

    1. Oversee the daily operations of the WEB-BASED DATABASE/VIRTUAL HUB system, ensuring accurate data entry and management of the virtual database.

    2. To engage in virtual hub and digital operating manual guideline development in consultation with the livelihood & Economic inclusion Coordinator and Country IT and Communication Officer ;

    3. To manage the virtual hub, update the database regularly and generate reports; 

    4. To implement database to have track record of trainees and beneficiaries from initial baseline throughout training and graduation along with the training and BDS service Officer;

    5. Develop and implement processes for data collection, storage, and retrieval to enhance the efficiency of the WEB-BASED DATABASE/VIRTUAL HUB.

    6. Regularly update the database with relevant resources, training materials, job opportunities, and community services tailored for refugees and host communities.

    7. Generate reports and analytics to assess the effectiveness of the WEB-BASED DATABASE/VIRTUAL HUB system and inform program improvements.

    8. Guide and assist other internal and external users of the web-based database/virtual hub.

  2. Facilitation of Digital Skills Trainings (25%):

    1. Design and deliver engaging digital skills training programs tailored for refugees and host community members, focusing on enhancing employability and digital literacy.

    2. Collaborate with local organizations and stakeholders to identify training needs and ensure that programs are relevant and impactful.

    3. Utilize various online platforms and tools to conduct virtual training sessions, workshops, and webinars.

    4. Monitor and evaluate the progress of trainees, providing feedback and additional support as needed.

    5. Enhance the digital skills of refugees and hosts community members by delivering various computer, IT and digital courses in person and online platforms as part of leveraging digital job opportunity

    6. To increase access to digital jobs for refugee and host, JRS will establish and maintain diversify collaborate with potential organizations and stakeholders.

    7. Digitally improve the role of public and private sectors on refugee access to employment opportunity, bi-annual public private dialogue session through different digital platforms . 

    8.  Support livelihood employees  record the achievements and lesson learnt periodically including publishing of success stories  and production of short videos

    9.  Monitor and control implementation of operational and work plans along with digital-related project plans to identify and mitigate risks and report on performance periodically.

    10. Manage the development of high-quality digital reporting tools for the internal organization and externally with the stakeholders as per the Coordinator’s direction . 

  3. Employer Engagement and Job Matching (25% ):

    1. Perform research to discover potential employers and job openings, including online job searches.

    2. To lead and coordinate the functioning of virtual job matching and placement hub 

    3. To map partnership possibilities with stakeholders and compile information obtained from private sectors and partners;

    4. To supply job seekers profile to potential employers and follow-up the progress of employment; 

    5. Work to improve access to wage-employment opportunity by conducting potential hiring companies mapping, networking and linking. 

  4. Build and maintain relationships with local businesses and organizations to create a network of job opportunities for trainees.

    1. Actively link trainees with suitable job placements, providing guidance on application processes and interview preparation.

    2. Maintain a database of job openings and employer contacts to facilitate ongoing connections between trainees and employment opportunities.

    3. Co-facilitate with relevant team members, different stakeholders and partners engagement platforms and forums such as bazars, job fairs, and virtual collaborative mechanisms.

  5.  Community Outreach and Support (25% ):

    1. Act as a point of contact for refugees and host community members seeking information about job opportunities (job seekers) and hiring organizations.

    2. To integrate/link the virtual hub with other partner’s virtual hub, national and local job placement databases and networks; and with local governmental and private-sector networks 

    3. To prepare a working protocol and relevant agreement/consent documents on sharing of information on migrants from databases to government & other partners.

  6. To organize orientation and training for trainees and graduates about online job searching and other relevant subjects. 

    1. To follow-up employment status of beneficiaries of the hub, and conduct service satisfaction survey etc. 

    2. Promote the WEB-BASED DATABASE/VIRTUAL HUB system and digital skills training programs through outreach activities, workshops, and partnerships with community organizations.

    3. Gather feedback from participants to continuously improve training programs and services

    4. Perform additional responsibilities as assigned by supervisor

Reporting to :Livelihood and Economic Inclusion Coordinator 
Duration of the Contract     4 Months with the possibility of extension based on the availability of funding and performance

Qualifications:

  • B.A/B.Sc. with 5 Years’ experience or MA or MSc degree with 3 years of relevant and progressive experience working in Database, IT and job marketing, employment linkage , Equivalent combination of relevant education and experience may be substituted as appropriate

  • Demonstrable technical expertise in the assessment, design, and delivery of responses to pre-existing and emergency induced virtual and digital job 

  • Strong organizational and supervisory skills

  • Honest, hard-working, and self-motivated

  • Strong interpersonal skills and ability to work within different cultural environments

  • Strong written and communication and presentation skills in English and the relevant local language

  • Ability to work within a team structure or independently, flexible, and can cope with stressful workload

  • Leveraging the resources of JRS-Ethiopia and partners/ building strategic alliances and partnerships

  • Knowledge of project cycle management and sphere standards.

  • Demonstrated experience and capacity in conducting data compilation, analysis and interpretation.

  • Critical thinking, strong analytical skills and objective judgments.

  •  High degree of competency using MS Office, MS Teams, Excel, PowerPoint, Word and e-mail communication

  • Commitment to high level of confidentiality with sensitive information.
