Mission Description:
Expertise France is currently expanding its portfolio of projects in Ethiopia to promote conflict-affected communities’ resilience and stability. Expertise France is engaged in programs designed to strengthen conflict-affected communities’ access to basic services, health care and protection through the rehabilitation and re-equipment of Abala, Adwa and Dessie hospitals. In light of this, the the Rehabilitation project officer (Civil engineer) placed under the direct supervision of the Project Manager will be responsible for providing overall technical support to ensure that the program meets its targets and deliverables on-time, within budget, and at a high quality level, as well as for supporting operational staff and coordinating activities with partners and stakeholders.
Under the hierarchic supervision of the Project Manager, and in coordination with the Administrative and Financial Manager and the Procurement and Logistic Officer He/She will supervise the technical and logistical process of the projects. He/She will actively support the on-site Project Manager as well as the Managers based in Paris, to harmonize practices and coordinate the operational management of the projects.
He/she will be responsible for the completing following tasks:
Project Planning and implementing Activities

Provide overall support over the project planning, budget, implementation, and monitoring.

 Ensure the project is implemented in close coordination and collaboration with Adwa and Abala’s Hospital Management teams.

Maintain constant liaison with the selected Contractors and their representatives, including attending regular meetings to ensure the pace of work progress.

Act as the main Technical Adviser to the selected Contractor and provide technical expertise on the rehabilitation and re-equipment works.

Develop and deliver technical recommendations to guide the design, implementation, and adaptation of project activities, ensuring high-quality, contextually appropriate services for all project beneficiaries and stakeholders;

Survey the construction site and ensure that construction activities are carried out within demarcated land boundary and protect the site from external encroachment.

 Ensure that the works timely progress in order to meet agreed deadlines.

 Collaborate closely with the Project Manager to align hospital rehabilitation activities with broader program initiatives, fostering an integrated approach to resilience and recovery.

 Perform any other related duties upon instructions.
 Monitoring, Evaluation, and Reporting

 Organize and lead frequent field visits and monitoring missions on the project’s site.

 In coordination with the Project Manager and relevant team members of the Stabilization & Resilience Unit, support the implementation of planning, operational and budgetary monitoring tools to assess (1) the real-time progress of activities, including cross-sectoral activities such as reporting, management, etc.; (2) achievement of indicators under the project logical framework; and (3) budget expenditure and running balance;

 Support the organization and facilitation of quarterly and annual project reviews that include the preparation of progress reports and project team meetings to assess the intervention strategy and contextual changes.

 Prepare narrative and technical reports as required and in compliance with donor guidelines.

 Prepare technical reports or documentation on engineering-related issues to be reviewed by senior management or clients before final approval is granted.

 Ensure that findings / recommendations of past and future assessments (e.g., Results-Oriented Monitoring, Mid-Term Evaluation, Beneficiary Satisfaction Surveys) are acted upon and/or used to improve the project’s results.
 Budget Management

 Support the project manager with budget planning and activities oversight for overall project implementation;

 Ensure that EF and partners’ resource allocation aligns with project priorities and is effectively monitored and reported;

 Support the Finance team, when needed to provide technical support in the monitoring of efficient budget utilization and suggest reallocation of funds as agreed with the PM;

Maintain accurate records of project activities, including budgets/expenditures/schedules/reports etc., to inform future project planning processes.
Strategy, Partnership, and Coordination

 Support the organization of regular technical committee meetings and provide technical inputs to the steering committee meetings;

 On a needs-basis, participate in coordination and technical meetings, represent EF in relevant Inter-Agency Working Groups (e.g., Health Cluster) and discussions;

 Maintain a good working relationship with the MoH and MoWSA regional hub and Adwa and Abala Hospital at technical level, and support the project manager in the organization of the project steering committee meetings;

 Liaise with key other stakeholders, including governmental, non-governmental, and community-based organizations, to strengthen partnerships and promote coordinated responses
Duration of Assignment: (full time) – One year with possibility of extension based on performance andavailability of funds.

Qualifications and Experience

 BSc in Civil Engineering from any reputed public university.

 At least five years’ experience working on remote construction projects – this should include site investigation/feasibility studies/design phase/construction phase/quality control assurance activities experience in civil construction work under government health sector will be treated as an added advantage.

 Proven experience in project management/coordination working for an INGO, or a bilateral agency.

 Experience working on water supply system designs, borehole drilling projects, or hospital projects would be an added advantage.

 Willingness to conduct regular field missions to project sites.
Knowledge and skills

Strong program/technical and budget management skills, planning, reporting, monitoring, and evaluation skills.

 Good coordination, interpersonal and team work skills; effective representation, and liaison skills.

 Personal qualities: promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well; result-oriented; pays attention to detail and quality; respectful, curious and problem solving;

Passionate about international development projects and at ease in post-conflict settings.

Fluent in written and verbal communication in English and good knowledge of local languages (e.g., Amharic, Tigrinya).
