Reporting to: Country Director Manager 

Job Purpose:

The main purpose of the role is to lead the strategic direction of the team and to ensure all monitoring, data collection, reporting and learning requirement for HfJ Ethiopia operation for internal and external purposes is being managed, delivered in time and within quality. This includes to: 

  

Developing strategic documents, aligned with global direction, that guides the routine MEAL activities

  • Manage the collection, review and use of quality data through ongoing monitoring activities and periodic evaluation.   

  • Develop MEAL plans for all programme operations and quality assure the use of standard tools to collect data, progress and achievements. 

  • Compile and submit in time all monthly, quarterly, annual, mid-term and end of project reports to donors and to relevant global teams. 

  • Supervise the Senior Meal Officer and other project-based MEAL team to ensure coordination and effectiveness of the MEAL team operation 

  • Support the Ethiopian team to gain greater understanding and ability to gather and use quality monitoring data in the course of their work. 

  • Liaise with programme, safeguarding, and finance team to align plans, targets and coordination between departments.

Key Duties and Responsibilities 

1. General

  1. 1 Uphold and work within HFJ policies, and procedures, including equal opportunities, health and safeguarding and child protection policies and other code of conducts and guidelines.

    1.2 Promote HFJ’s core values of boldness, excellence, innovation and respect across the organization and partners. 

    1.3 Travel to HFJ’s field operation as and when required

    1.4 Represent HfJ in external engagement and share learning and knowledge captured

              1.5 Undertake any other duties, as appropriate to the post, as delegated by the line manager. 

2. Monitoring, Evaluation & Learning Responsibilities

  • Technical Leadership

    2.1 Develop & manage country MEAL strategy and system development, aligned with the global strategy, and implement related activities to track progress against the organization goals and objectives. 

    2.2 Develop clear MEAL plans, results frameworks, tools, protocols in line with HfJ Global Framework, project plans, donor requirements and ensure these are well understood and followed by the relevant staff. 

    2.3 Develop theories of change, in consultation with programme/partnership team, and ensure learning from previous projects is informing future plans

    2.4 Conduct programme impact/performance analysis and provide strategic direction and input to ensure quality of programme’s output/outcome

    2.5 Ensure all MEAL activities meet the standards laid out in HFJ Safeguarding, Child Protection and other relevant Policies and protocols, including adequate budgeting of the department activities

    2.6 Enhance accountability measurement mechanisms of HfJ to be in place towards our target beneficiaries and survivors of trafficking and modern slavery.

             2.7 In collaboration with UK team/others, lead the digitalization process of all HfJ Ethiopia’s MEAL operation and support relevant staff to 

                    understand progress, and to provide timely input 

Monitoring & Support

          2.8 Oversee data collection (using paper-based tools and computer tools such as database), undertake regular data quality checks and lead                             review and analysis of data to assess progress and aid decision making, learning and impact evaluation. 

            2.9 Provide regular project updates in suitable formats, and respond to specific request for project data, for the country Director, SMT and wider HFJ                  staff.

            2.10 Report output data on the monthly basis and report outcome data agreed to HFJ UK as part of the organization wide monitoring system-and

               respond to inquiries from quality checks in timely manner. 

            2.11 Together with CD and fundraising team, ensure country or project related government and donor monitoring and reporting requirements are 

                   met.

             2.12 With guidance and support from the organization UK Head of MEAL, build the capacity of staff member to be involved in MEAL activities

Learning & Evaluation 

          2.13 Design and lead internal learning, project review and baseline/endline and other assessment, and facilitate staff critical reflection, beneficiary 

                  accountability and inform planning

          2.14 Oversee local implementation of periodic external evaluations 

          2.15 Closely work with HFJ UK MEAL team on the design and management of research projects undertaken by consultations or other research 

                bodies

          2.16 Develop a process to improve qualitative and case story data collection and analyses

3. Communication Responsibilities  

           3.1 Compile written reports to Country Director, SMT and UK office monthly

           3.2 Compile written quarterly and annual reports for government, donors and UK office

           3.3 Liaise regularly with MEAL team via e-mail and MS teams

          3.4 Proactively capture and communicate inspiring case stories and project activities that showcase HfJ’s values and commitment for wider 

                communication & dissemination  

         3.5 Liaise regularly with HFJ UK Head of MEAL who will matrix manage this position and participate in HFJ MEAL team learning meetings and 

            capacity building opportunities

4. Management Responsibilities  

           4.1 Line manage Senior MEAL Officer and other project-based MEAL teams as relevant

           4.2 Lead quarterly and annual country review meetings and coordinate with all relevant teams for key learning and actions 

           4.3 10-20% of the time allocated to fundraising efforts (contributing to proposal, visiting donors, hosting donor visits to the centre)

          4.4 Lead other management/leadership responsibilities as assigned by CD

Other/general

  • Understand and uphold the standards outlined in the Hope for Justice Safeguarding policies, acting with due care and attention to safeguard the wellbeing of anyone that comes into contact with our work and reporting concerns if they do arise.

  • Ensure the Ethiopia team operates within the recommended practice for safeguarding children and vulnerable adults in its care

Experience and Education

Degree in statistics, program management, Behavioral Sciences or Equivalent.

Experience

  • At least relevant 5 years’ experience working in Monitoring, Evaluation, Accountability and Learning position in an NGO, preferably in a management position.
  • Proven ability to design and manage monitoring systems including data collection, storage and analysis systems 
  • Demonstrable experience of working with qualitative and quantitative data
  • Experience of supporting programme teams to reflect and review their own work and to build an evidence base to inform and strengthen programme interventions
  • Experience in the use of digital tools, data analysis tools, e.g. Power BI/Platforms, mobile apps, and/or others 
  • Experience working with vulnerable children and families.
  • Understanding of and experience in the field of modern slavery and human trafficking is desirable.
  • Experience in using digital tools and application to capture beneficiary data in confidential manner is desirable
  • At least relevant 5 years’ experience working in Monitoring, Evaluation, Accountability and Learning position in an NGO, preferably in a management position.
