Position Summary / Purpose
The Human Resource Director leads the strategic management and operations of the HR Department. The role is responsible for planning, organizing, directing, and controlling HR functions to ensure all personnel-related services comply with government and company laws and standards. Key responsibilities include oversight of employee lifecycle processes, policy development, HR planning and budgeting, and fostering a professional, ethical workplace culture.
Key Duties and Responsibilities
- Lead and oversee the planning, direction, and execution of all HR functions in collaboration with the VP of HR & Admin.
- Prepare and manage the company’s annual HR budget—including workforce numbers by qualification, wage structures, allowances, benefits, and social security contributions.
- Participate in the development and evaluation of HR strategies, policies, and procedures; compile reports for top management.
- Produce annual reports covering leave summaries, severance pay, workforce growth, and financial implications.
- Manage the entire employee lifecycle—recruitment, onboarding, confirmation, benefits, social security ID issuance, transfers, promotions, leave, and separation.
- Ensure effective recruitment processes and accurate, timely implementation of benefits and allowances in line with HR policies.
- Oversee and verify the accuracy of monthly attendance summaries and ensure timely payroll processing.
- Provide guidance and ensure staff at all levels are aware of and comply with HR policies, code of conduct, dress codes, and office ethics.
- Supervise HR practices across different levels of the organization through site visits and reporting.
- Manage exit processes, including exit interviews, clearance procedures, and final settlements.
- Attend and coordinate meetings related to employment, promotions, disciplinary actions, and other HR matters; prepare and archive signed minutes.
- Participate in candidate negotiations and issue employment offers in accordance with HR policy.
- Deliver and coordinate staff orientation, training programs, and succession planning in alignment with MOTI guidelines.
- Oversee HR data and record management, including leave classifications and documentation, following internal policies.
- Recommend outsourcing of HR services, support contract preparations, and ensure proper implementation when approved.
- Prepare and submit periodic HR reports and statistics as required.
- Support the consolidation of the annual HR report and assist in preparing the department’s yearly plan and budget.
- Ensure department managers are regularly updated on staffing status and needs.
- Travel to branch offices as needed to monitor HR practices and disseminate staff welfare updates.
- Propose and manage employee relations services as approved.
- Assist the Legal Advisor and VP Office in handling employment-related legal matters and court cases.
- Perform additional duties as assigned.
Qualifications and Skills
Education & Experience
- Bachelor’s degree in HR Management, Management, Business Administration, Foreign Language, or a related field, with 9 years of HR experience, including 3 years in a managerial role in a reputable private company;
OR - Master’s degree in HRM, MBA, or a related field with 7 years of relevant HR experience, including 2 years in a managerial role.
Note: Experience years are counted post-graduation for the stated degrees.
Technical Skills
- Proficient in MS Office and HR-related software applications
- Knowledge of Ethiopian Labor Law, Federal Civil Servant Law, and related legislation
- Familiarity with various HR policies, procedures, and practices in Ethiopia
