About CAAP: : Community in Action Against Poverty (CAAP) is a local organization that has been officially registered by the FDRE Agency for Civil Society Organizations on December 24, 2018, under registration number 4091. CAAP works in the Somali region and focuses on responding to emergencies, development, and promote peace, with a special emphasis on empowering girls and women. CAAP’s vision is to create a poverty-free Somali regional state where women are empowered to create a resilient, inclusive, and fair future for themselves, their families, and their communities. CAAP’s strategic plan for the next seven years (2024-2030) aims to empower girls and women through integrated, sustainable, cost-effective, evidence-based, coordinated, and impactful programs in the Somali region and throughout Ethiopia. Currently, CAAP covers 38 woredas and 8 refugee camps, with a staff of over 70 people working across the region.

JOB SUMMARY:The FGM/GBV Coordinator is responsible for the leadership and technical support for all the CAAP FGM/FGM/GBV interventions, including strategic planning, technical leadership, capacity building, support and supervision of staff, internal and external coordination and representation, proposal development and reporting. The FGM/GBV Coordinator will also act as the CAAP focal point for Shabelle Zone representing CAAP in all thematic internal and external forums

Main Tasks and responsibilities 

  • Responsible for effectively planning, implementing, monitoring, evaluating, and closeout of all CAAP FGM/GBV programs upholding the highest standards of quality and accountability, in line with the international and national FGM/GBV guiding principles, protocols, guidelines, etc. 

  • Provide continuous supervision, guidance, and technical support to the FGM/GBV staff, ensuring that the program aligns with established best practices & prioritizes the safety of both beneficiaries and staff. 

  • Manage all FGM/GBV staff and consultants, including recruitment, training, development of annual work plans, and mid-term and annual performance reviews. 

  • Ensure all CAAP new hires receive mandatory training such as PSEA, child protection, fraud awareness, security, diversity, equity, and inclusion, and monitor progress

  • Conduct weekly and monthly meetings with the team to review the plans, progress and challenges

  • Travel frequently to implementation sites to engage with on-site program staff, community leaders, local governments, and beneficiaries to ensure continued participation and support for the program.

  • Manage FGM/GBV program budget through proper budget planning, efficient budget utilization ensuring acceptable performance, regular BVA reviews, and actions to ensure low-risk audits.

  • Ensure timely, high quality and complete submission of work plans, procurement plans, monthly, quarterly and annual reports including financial reports and any other reports required by the donor 

  • Ensure that the FGM/GBV program is aligned with the Somali Regional State, and Government of Ethiopia’s priorities and policies on Gender Equality, and Women’s Empowerment. 

  • Develop and facilitate contextualized interventions like awareness raising, training including IASC guidelines on FGM/GBV and FGM/GBV case management, and support community-based protection structures, to strengthen prevention and response to GBV.

  • Create innovative approaches and initiatives to combat FGM in Somali region while contextualizing the sensitive key messages.

  • Promote the sustainability of program activities through effective networking, linkages with other programs, capacity building of program staff, partners, CBOs, etc. 

  • Ensure that high-quality FGM/GBV programming and ethical and robust data collection and information management systems are in place for FGM/GBV analysis, planning, and evaluation, consistent with the FGM/GBV survivor-centered approach and with the FGM/GBV -Information Management System (GBVIMS). 

  • Lead the development of high-quality gender-responsive concept notes and proposals to expand CAAP’s gender and protection portfolio in Ethiopia and monitor evolving FGM/GBV needs and trends in target communities, conduct FGM/GBV and protection needs assessments in new project areas, and adjust program priorities as necessary. 

  • Monitor and review program quality assurance tools such as needs assessment tools, program level indicators, quality checklists, supervisions, review meeting, & complaint and response mechanisms

  • Lead impact assessments, baseline and end line surveys, case studies, lessons learned, & best practices regarding quality of care, beneficiary feedback, and evaluation of program effectiveness. 

  • Ensure that Gender, FGM/GBV and protection are mainstreamed across all sectors in line with the CAAP Gender, Accountability and Protection Guidelines, IASC Gender Handbook & IASC FGM/GBV Guidelines. 

  • Stay updated about policies, strategies, emerging debates and thinking, as well as other initiatives and developments on GBV, gender, and women’s rights, both at the local and national levels.

  • Ensure compliance to FGM/GBV guiding principles using a survivor-centered and do-no-harm approach, confidentiality, safety, do not harm and non-discrimination across the project duration

  • Participates in CAAP meetings and ensure a broader CAAP team is well informed about FGM/GBV activities.

  • Represents CAAP to local communities, government agencies, NGOs, the United Nations, local partners, and donors as appropriate. 

  • Develop and maintain effective working relationships with all relevant stakeholders including Protection Cluster, FGM/GBV AoR, and other partners at regional, zonal, and woreda levels. 

  • Participate in protection and FGM/GBV clusters and coordination meetings and other TWGs at national, regional, and district levels to avoid duplication and maximize effectiveness. 

  • Collaborate with the National Alliance to End Child Marriage and FGM/C and assist in establishing and supporting the Somali Regional Alliance to End Child Marriage and FGM/C.

  • Collaborate with other service providers to ensure comprehensive support for survivors, including participation in strengthening FGM/GBV SOPs and referral pathways. 

  • Contribute to inter-agency efforts to strengthen FGM/GBV prevention and response through active participation in coordination mechanisms and promote FGM/GBV principles, standards, and guidelines. 

  • Maintain a secure and confidential record management system to ensure that case referrals are confidential, secure, and timely. 

  • Plan, attend, and facilitate supportive oversight, review meetings, coordination meetings, and other events with partners, communities, and other stakeholders as appropriate. 

  • Ensure that accountability mechanisms, such as grievance and response mechanisms, are in place and managed in accordance with CAAP and donor accountability procedures. 

  • Comply with CAAP policies regarding child protection, Code of Conduct, PSEA, Child Safeguarding, CRM, Health and Safety, Equal Opportunities, and other relevant policies and procedures. 

  • Actively promotes PSEA standards within CAAP and among CAAP beneficiaries. 

  • Adhere to the Code of Conduct, uphold humanitarian principles, and respect IHL always.

  • Perform additional tasks as requested by the line manager

  • University degree in gender studies, social work, gender, social sciences, health or a related field. 

  • At least 5 years of experience in an NGO, including 2 years of professional experience in GBV

  • Fluent in English and Somali both verbal and writing. Amharic speaking and writing is advantageous

  • Computer skills, particularly Word, Excel and PowerPoint experience using outlook, ability to organize meetings in teams, kobo tool and ODK
