The Ethiopian Public Health Institute (EPHI) is dedicated to establishing effective public health emergency logistics and supply chain management systems for public health emergency management. The EPHI seeks a qualified Logistics and Supply Chain Management Technical Advisor for the Center of Public Health Emergency Management to enhance the National Public Health Emergency Supply Chain Management. The Technical Advisor will be responsible for designing, planning, and strengthening the public health emergency logistics and supply chain management system for public health emergency preparedness and response by efficiently managing core activities, ensuring the availability of emergency supplies and commodities, the safe storage, handling, and distribution of health supplies, non-health supplies, and items.

OBJECTIVE

The primary objective of this position is to strengthen the organization’s capacity to manage and optimize emergency logistics and supply chain operations for public health emergencies. This role ensures the timely and efficient delivery of essential supplies to affected populations and the effective management and control of emergency supplies.

Key Responsibilities:

  1. Strategic Planning and Coordination:

    • Develop and implement comprehensive public health emergency logistics and supply chain strategies and plans, including supply planning, procurement, warehousing, transportation, distribution, and capacity building.

    • Coordinate with internal and external stakeholders to ensure alignment and efficiency in emergency preparedness and response efforts.

    • Coordinate and strengthen the national ESC technical working group (TWGs) to effectively prepare and respond to Public Health Emergencies.

  2. Emergency Logistics and Supply Chain Operational Management:

    • Coordinate the emergency logistics and supply chain operation, providing effective and efficient guidance and closely working with government agencies and stakeholders.

    • Follow up on procurement orders and shipment updates with the procurement team, and find solutions for any pending matters with relevant internal or external stakeholders.

    • Coordinate and closely work with the emergency warehouse manager and follow up on the procurement, storage, and distribution of emergency supplies or commodities.

    • Closely work with government agencies and stakeholders to ensure the timely delivery of supplies to affected areas, minimizing disruptions and delays.

    • Coordinate emergency supplies selection, forecasting/supply planning, costing, inventory management, allocations, data collection, and record-keeping of emergency supplies. 

    • Support the procurement team in sourcing and procuring supplies to manage public health emergencies.

    • Coordinate the design and inform the strategy of a transformational emergency supply chain function. 

    • Design ESC networks and routes to early address response sites with timely allocation, storage, and transportation.

    • Assess the availability of medical countermeasures for any emergency/outbreak response.

    • Establish a logistics data exchange platform for better visibility, to avert stock out and prevent wastage.

    • Ensure all storage and transportation requirements of supplies are maintained up to the EFDA/WHO standards to ensure their quality, safety, and efficacy are being maintained 

  3. Capacity Building and Training:

    • Develop different emergency supply chain and logistics documents and training materials to build and maintain a strong emergency supply chain system. 

    • Conduct training and workshops for national and sub-national on emergency supply chain management and humanitarian logistics.

  4. Data Management and Reporting

    • Collect, analyze, and utilize data on Emergency supplies flows, stock levels, and usage to inform decision-making and generate reports.

    • Support data-driven improvements and ensure reports are shared for decision-making.

  5. Monitoring and Evaluation:

    • Monitor and evaluate the performance of public health emergency logistics and supply chain operations during preparedness, response, and recovery.

    • Review the national emergency supply chain management preparedness works with different key stakeholders and document lessons learned. 

    • Perform periodic reviews of preparedness and response-related supply chain performance, before, during, and after emergencies

    • Ensure compliance with national and best practices in emergency logistics and supply chain management.

    • Maintain accurate and up-to-date records of all emergency logistics and supplies activities.

  6. Others:

    • Perform any other PHEM logistics and supply chain related duties, as required.

    • Required number:Two (2)

    • Duration of assignment: Until December 31, 2025 with possibility of extension based on  availability of budget and performance

    • Salary:  Salary is based on work experience and educational level.

  • Background of Bachelor’s Degree in Pharmacy with Master’s graduate in Logistics and Supply Chain Management, Public Health, and/or a related discipline from a recognized university with at least 10 years of progressively responsible and directly relevant experience in logistics and supply chain management.

  • Proven experience in supply chain management, pharmaceuticals, and public health emergency management at National, Regional, and other health sectors was advanced.

  • Professional certification/training in supply chain, humanitarian logistics, etc.

  • Strong understanding of emergency logistics and supply chain best practices. 

  • Knowledge and Skills: Strong leadership, interpersonal, communication, organizational, and problem-solving skills; ability to work independently in a hard environment and deliver deliverables. Demonstrated experience in report writing, document preparations, and capacity-building. Knowledge of national PHEM guidelines. Proficiency in relevant software and tools for logistics and supply chain management.
