Invitation to Bid Request for Proposal (RFP) – Supply & Installation of Various Materials

HRNS-Ethiopia (Hanns R. Neumann Stiftung Ethiopia) is a development organization dedicated to empowering smallholder farming communities, primarily focusing on sustainable agriculture, environmental conservation, and improving livelihoods. As part of the global HRNS network, the Ethiopia office works closely with coffee farmers and other agricultural producers to enhance their productivity, market access, and resilience against climate challenges Hanns R. Neumann Stiftung (HRNS-Ethiopia) invites qualified bidders to submit proposals for the supply, installation, and technical service provision of the following items:

Bid Categories (Lots): 
 
❖ Lot 3: Turnkey Project – Animal Feed Processing Machine Quantity 2. Lot 3 Animal Feed Processing Machine Specification Revised.pdf – Google Drive

• Supply, installation, and technical service provision for an Animal Feed Processing Machine in the Amhara region Finoteselam Area and Oromiya Region Bedele area.

❖ Lot 5: Equipment Supply. Lot 5 Generator maizeshiler and drawn cart.pdf – Google Drive

• Generator 
   
• Maize Sheller /to be transported to Amhara region Finoteselam Area/ 
   
• Drawn Cart //to be transported to Amhara region Finoteselam Area

Eligibility Criteria: 

• Legally registered company with a valid business license 
   
• Tax Identification Number (TIN) & VAT registration (if applicable) 
   
• Not blacklisted or under legal restriction 
   
• Financial capability: 2% of the bid amount (CPO) for Lot 3, Lot 4, and Lot 5 must be submitted 
   
• Clear delivery plan & commitment to timeline 
   
• Ethical business compliance declaration
   

Terms and Conditions 

• Contract Award: HRNS-Ethiopia reserves the right to award contracts per lot or as a whole, or to reject any/all bids without explanation. 
   
• Delivery Timeline: Within 20 days of contract signing, unless otherwise agreed. 
   
• Warranty: Minimum 1-year warranty on all items, including spare parts availability. 
   
• Penalties: Late delivery or non-compliance may incur a penalty of 1% of contract value per week, up to 10%.
   
• Governing Law: Ethiopian law applies to all contracts.

Evaluation Criteria Bids will be evaluated based on a two-stage process:

Stage 1: Technical Evaluation (70%) 

• Compliance with specifications: 30 points 
   
• Quality of installation and service plan: 20 points 
   
• Experience and capacity: 15 points 
   
• Timeline feasibility: 5 points 

Stage 2: Financial Evaluation (30%) 
 

• Cost competitiveness: 20 points 
   
• Clarity and completeness of financial proposal: 10 points 

Minimum Technical Score: 50/70 

• Only bids meeting the minimum technical score will proceed to financial evaluation.
   
• Final award will be based on the highest combined score (Technical + Financial) and it must be more than 70% out of 100%

• Proposals will be evaluated based on technical quality, cost-effectiveness, and alignment with HRNS-Ethiopia’s sustainability goals.
