Procurement Method and Evaluation

  1. Bid Evaluation Methodology:

Technical criteria 90% (out of 100%):

  1.  Technical competence in designing and implementing Social and Behavior Change (SBC) strategies and in-person demand creation activities, specifically within nutrition or health contexts (40%). 

  2.  Knowledge of social and behavioral change theories and methodologies relevant to promoting dietary change and increasing the consumption of underutilized vegetables (20%).

  3.  Experience developing engaging training materials and workshop curricula for demand creation, effectively facilitating in-person community engagement activities, and understanding local Ethiopian contexts related to food consumption (20%).

  4.  Communication skills, capacity for independent work (10%)

Financial criteria 10% (out of 100%): Total cost comparison per WorldVeg Procurement Regulations.

Bid Opening Process

  1. The bid opening will follow a one-step process. All bidding documents must be securely sealed in a single email as required.

  2. If necessary, bidders may be invited to attend the bid opening at the time, date, and venue specified by WorldVeg.

  3. Bids must remain valid for ■ 60 days        □ 90 days          □ 120 days from bid opening date until the evaluation recommendation is approved. If the procurement is not awarded within this period, WorldVeg may request an extension of the validity period.

Bidder Requirements and Documentation

  1. Bidders must meet the following eligibility criteria:

    1. Essential:

      1.  An MSc or equivalent degree in a relevant field of science such as nutrition, public health, behavioral science, social sciences, community development.

      2.  Proven experience in designing and implementing social and behavior change interventions, particularly in nutrition or health contexts.

      3.  Experience developing materials and methods for cooking demonstrations and related nutrition education. 

      4.  Strong understanding of social and behavioral theories and methodologies relevant to dietary change. 

      5.  Demonstrated knowledge of the benefits of consuming selected opportunity vegetables.

      6.  Ability to develop engaging training materials and workshop curricula tailored to diverse audiences and local contexts. 

      7.  Excellent facilitation skills for organizing and conducting or overseeing workshops and community engagement activities, demonstrated by previous similar engagements.

      8.  Knowledge of local contexts and practices related to food consumption.

      9.  Proficiency in English and Amharic. 

    2. Desirable:

      1.  Proficiency in other languages spoken in project locations.

      2.  Knowledge of and familiarity with the context of the project locations.

  2. Bidders must submit the following documents:

    1. A technical proposal includes a brief plan for developing the SBC materials and rolling out training and workshops (max. 2-3 pages) and CVs with la list of publications of the lead scientist and all proposed team members.

    2. A cover letter specifying the team’s suitability for and interest in the assignment.

    3. A financial offer including disaggregated by salary of lead scientist and other team members, supplies, travel, other costs, and indirect costs for the assignment in USD

  3. Bidding documents must be in English. If applicable, they may also be in Amharic, but in case of any discrepancies, the English version shall prevail.

  4. Where required, WorldVeg may request bidders to provide the original qualification documents for verification.
