 Background

Timret Lehiwot Ethiopia’s “TSINAT” Sexual and Reproductive Health and Rights (SRHR) Program aims to enhance the health and well-being of female sex workers by providing targeted peer education and outreach services. Currently, the program utilizes a national standard peer educators’ manual, which requires transitioning into a more comprehensive Health and Wellbeing Education (HWE) manual to address specific needs within the community. This transition necessitates the engagement of a qualified consultant or team of consultants to lead the development, adaptation, and implementation of the new training manual.

Objective

The primary objective of this assignment is to transition from the current national standard peer educators’ manual to a comprehensive HWE manual tailored to the needs of female sex workers within the “TSINAT” SRHR Program.

Scope of Work

The consultant(s) will be responsible for the following key tasks:

  • Conduct a comprehensive needs assessment by engaging peer educators, female sex workers, program staff, and other stakeholders.

  • Identify gaps and limitations in the existing peer educatorsÂ’ manual.

  • Evaluate newly developed training manuals to determine the most relevant modules for adaptation.

  • Ensure cultural and legal relevance and alignment of the training content.

  • Customize the newly developed peer education manual to reflect the specific needs, challenges, and experiences of female sex workers in the program.

  • Ensure the training content is user-friendly, participatory, and aligned with best practices in SRHR education.

  • Co-organize a validation workshop with relevant government stakeholders.

  • Collect and incorporate feedback from peer educators, outreach teams, and female sex workers to refine the manual.

 Deliverables

The consultant(s) shall deliver the following:

  • Needs Assessment Report – Detailed findings on gaps, limitations, and recommendations.

  • Draft Adapted Training Manual – Customized manual incorporating recommendations and best practices.

  • Validation Workshop Report – Summary of stakeholder feedback and necessary adjustments.

  • Finalized Training Manual – A fully adapted and user-friendly training manual ready for implementation.

Duration and Timeline

  • The assignment is expected to be completed within one month from the date of contract signing.

Reporting and Coordination

  • The consultant(s) will report to the Head of Programs and work closely with program staff and stakeholders to ensure the successful execution of the assignment

Consultant(s) Profile and Qualifications

The ideal consultant(s) should have the following qualifications:

  • Legally registered consultancy firm with relevant business registration and tax registration.

  • Advanced degree in Public Health, Social Sciences, Gender Studies, or a related field.

  • Proven experience in developing training manuals related to Sexual and Reproductive Health and Rights (SRHR).

  • Experience working with key populations, particularly female sex workers and marginalized groups.

  • Excellent writing and communication skills in English; knowledge of local languages is an asset.

  • Proposed Methodology (20%) – Clarity, feasibility, and innovation in approach.

  • Financial Proposal (20%) – Cost-effectiveness and value for money.

  • Previous Experience (30%) – Quality and relevance of past work.
