Country Overview: International Orthodox Christian Charities (IOCC) is looking for a highly skilled and experienced Program Manager to lead and oversee multi-year, donor-funded projects focused on food security, livelihoods, and women’s empowerment. The Program Manager will play a key role in ensuring the successful implementation of these projects, from initial design through to evaluation, while ensuring compliance with donor guidelines and objectives. This position requires a dynamic and proactive individual with expertise in managing humanitarian and development initiatives, strong leadership abilities, and the capacity to navigate complex, multi-stakeholder environments.

Responsibilities and Essential Functions: 

Program Management (80%)

  1. Oversee and directly manage a donor funded food security, livelihoods, and women’s empowerment projects according to approved objectives, plans of action, budget and reporting requirements. 

  2. Lead a team of technical staff and engage in the provision of technical support to project stakeholders to ensure that the projects are implemented to the highest quality standards. 

  3. Lead the project narrative and financial reporting requirements in accordance with donor requirements including monitoring financial expenditures. 

  4. Lead in using the findings of surveys/assessments and ongoing monitoring analyses to develop and/or revise plans, approaches and design modifications to meet changing conditions to ensure optimal project performance that can be implemented within the established budget.

  5. In consultation with the Finance Manager, analyze budgeted and actual expenditure monthly and address any issues of over or under-spending. 

  6. Conduct timely field trips to provide technical support, supervision and project monitoring. 

  7. Ensure the effective implementation of IOCC personnel and administrative management systems, including policies and procedures. 

  8. Identify and assess the capacity needs of the national staff, partners and counterparts involved in the program and plan and implement appropriate capacity building activities. 

  9. Oversee procurement and logistics procedures ensuring the efficient use and proper documentation of all purchases/distribution in accordance with IOCC and donor guidelines. 

  10. Develop documentation on lessons learned and best practices of programs to be shared with relevant stakeholders. 

  11. Coordinate and network with other stakeholders to promote appropriate humanitarian and development programming. 

  12. Develop a thorough assessment of the food security and livelihoods situation through primary and secondary assessments, with focus on women and youth; and lead the design and development of the food security and livelihood program portfolio. 

  13. Perform other duties as required or assigned. 

Business Development (20%)

  1. In coordination with the Country Representative, develop relationships with donors. 

  2. Enhance the reputation of IOCC in the nutrition and food security sectors by attending cluster meetings, donor events, and networking with other NGOs. 

  3. Develop fact sheets and marketing information about IOCC and it’s work in the sector. 

  4. Lead needs assessments and the development of proposals and budgets that respond to identified funding opportunities.

Job Requirement: 

A. Knowledge, Skills, and Abilities (KSA):

  • Extensive knowledge of international donors and several years of direct experience in humanitarian and development programs is required.

  • Strong understanding of budgeting processes and the ability to develop needs assessments are essential. 

  • Proven supervisory skills, including team building, leadership, and staff management, are critical. 

  • Excellent interpersonal communication skills and proficiency in both written and spoken English and Amharic are mandatory.

  • Advanced computer skills are necessary for effective performance.

B. Competencies:

  • Ability to foster strong relationships with both internal and external stakeholders, demonstrating organizational and interpersonal skills. 

  • Sensitivity to cultural differences and an understanding of diverse practices and conditions.

  • Commitment to adhering to established policies, procedures, and regulations in the implementation of IOCC programs.

  • Strong strategic thinking, analytical capabilities, and the ability to make well-informed recommendations.

C. Education and Experience:

  • Education: A master’s degree in agriculture, nutrition, rural development, or a related field.

  • Experience: Minimum of 10 years of relevant experience in planning, managing, coordinating, and supervising development and/or emergency response programs, including emergency nutrition, value chain development, agriculture and livelihood development, and/or cash and voucher programming.

Additional Experience: At least 10+ years of relevant experience in humanitarian and development work with non-governmental organizations (NGOs). Experience in training, project monitoring, staff mentoring, evaluation, reporting, proposal development, and leading needs assessments are also required.
