Introduction
Meki Batu Fruit and Vegetable Growers Cooperative Union (MBCU) is a leading agricultural cooperative in Ethiopia, representing over 8,000 smallholder farmers. MBCU is committed to improving agricultural practices, ensuring food safety, and promoting sustainable farming through adherence to global standards such as Global GAP.
In collaboration with Nongovernmental organization called Bopin MBCU is seeking a qualified service provider to revise and update its Quality Management System (QMS) and HACCP manual to align with Global GAP IFA Version 6 SMART and to train MBCU staff on the updated QMS manual. This initiative is part of the broader project titled Global GAP Certification and Value Chain Management for Smallholder Farmers.

Scope of Work
The selected service provider will be responsible for the following deliverables:
1. Review and Update of QMS and HACCP Manual:

Conduct a comprehensive review of MBCU’s existing QMS.

Update the QMS to comply with Global GAP IFA Version 6 SMART standards

Update all GGAP documents as per version 6 SMART
-
Deliver a finalized QMS manual with all necessary documents by March 30, 2025
2. Development of Training Matrix:

Design a detailed training matrix outlining all subjects to be covered during the QMS
-
training.as per version 6 SMART, like internal auditor, inspectionÂ
-
Submit the training matrix by March 10, 2025.
3. Staff Training:
  – Conduct a 2-day training program for MBCU staff based on the approved training matrix.
  – Training to be completed by March 16, 2025.
4. Certification of Staff:
  – Issue certificates of completion to MBCU staff who successfully complete the training.
  – Certificates to be awarded by March 20, 2025.

Eligibility Criteria
Interested service providers must meet the following criteria:
– Proven experience in developing and updating Global GAP-compliant QMS manuals.
– Strong track record of working with agricultural cooperatives or similar organizations.

Proposal Requirements
Service providers must submit a proposal that includes the following:
1. Technical ProposalÂ
  – Methodology for reviewing and updating the QMS manual with all necessary procedures and records.
  – Detailed training matrix.
  – Sample of previous work relevant to Global GAP QMS development and training.
2. Financial Proposal:
  – Total budget in ETB, including all applicable taxes.
3. Legal Documents:
  – Valid business license.
  – Taxpayer Registration Certificate (TIN).
. Evaluation Criteria
Proposals will be evaluated based on the following weighted criteria:
1. Quality Criterion (70%):
  – Overall proposal quality and alignment with ToR requirements.(25%)
  – Quality of the proposed QMS training matrix. (25%)
  – Service provider’s track record and expertise. (20%)
2. Price Criterion (30%):
  – Cost-effectiveness of the proposal.

Late submissions will not be considered.

The Bid winner service provider will be notified on March 4, 2025. Unsuccessful bidders will not be contacted.
