Background

Cheshire Foundation Action for Inclusion, established in 1985, is a legally registered local organization recognized by the Authority for Civil Society Organizations under registration number 0298, in accordance with Proclamation No. 1113/2019. The organization operates across three geographic areas: the Amhara and Oromia National Regional States, as well as the Addis Ababa City Administration.

Focusing on disability prevention, rehabilitation, and inclusion, the foundation employs Community-Based Inclusive Development (CBID) as a strategic approach to address the unmet needs of persons with disabilities. Dedicated to fostering inclusive development, the organization prioritizes the safety and security of its staff, beneficiaries, and resources, particularly in diverse and sometimes volatile settings.

As part of its operational mandate, ensuring the security of its staff, beneficiaries, and resources in diverse and sometimes volatile environments is critical. This initiative aims to develop a Security Guideline tailored to the unique needs and challenges faced by CBID practitioners, ensuring resilience, Disability Inclusive Disaster Risk Reduction (DIDRR)and preparedness, and a proactive approach to safety and security.

Objectives The primary objective is to engage a qualified consultant to develop a robust Security Guideline that:

  • Identifies and mitigates potential safety and security risks in CBID operations.

  • Provides a framework for managing security incidents.

  • Ensures compliance with international security standards and local laws.

  • Supports a culture of safety and security awareness and preparedness among staff and stakeholders.

  • Support the culture of safety and security awareness & Disability inclusive Disaster Risk Reduction (DIDRR) and preparedness among beneficiaries.

Scope of Work The consultant will:

  • Conduct a thorough risk assessment of the organizationโ€™s operational environments.

  • Review existing organizational policies, practices, and frameworks related to safety and security.

  • Benchmark against best practices and standards in the humanitarian and development sectors.

  • Develop a comprehensive a Security Guideline encompassing:

  • Risk identification and management strategies.

  • Crisis management and emergency response protocols.

  • Staff security measures, including travel safety.

  • Safeguarding vulnerable populations, especially persons with disabilities.

  • Communication strategies during security incidents.

  • Training and capacity-building plans for staff.

  • Provide recommendations for the implementation and integration of the guideline into the organizationโ€™s operations.

Deliverables The consultant is expected to deliver:

  • An inception report outlining the methodology, work plan, and timelines.

  • A draft Security Guideline for review.

  • A final Security Guideline incorporating stakeholder feedback.

  • A brief training manual and materials to support the implementation of the guideline.

  • A final report summarizing the consultancy process, findings, and recommendations.

Timeline The consultancy will be carried out over two weeks.

Required Qualifications The consultant should have:

  • A proven track record in developing safety and security policies for NGOs or similar organizations.

  • Expertise in risk assessment and crisis management.

  • Familiarity with CBID and inclusive development principles.

  • Strong knowledge of international safety standards and local legal frameworks.

  • Excellent analytical, writing, and facilitation skills.

Evaluation Criteria Proposals will be evaluated based on:

  • Technical expertise and relevant experience.

  • Methodology and approach.

  • Cost-effectiveness.

  • Quality of previous work.
