Splash is an international development organization founded in 2007 and headquartered in Seattle, Washington, USA. In 15 years, we have reached over a million children in cities around the world. In 2019, we embarked on an exciting, five-year initiative, Project WISE (WASH in Schools for Everyone), which focused on reaching over 800,000 children in three major growth cities – Addis Ababa and Bahir Dar, Ethiopia and Kolkata, India – with improved water, sanitation, and hygiene (WASH) infrastructure, WASH behavior change programs and strengthened school-based menstrual health programs.  Hence, Splash International is looking for a potential firm to conduct media landscaping on menstrual health. 

THIS IS A REQUEST FOR PROPOSALS ONLY. Responses to this RFP are strictly voluntary and Splash will not pay respondents for the information provided in response to this RFP. The purpose of the activity as envisioned under this RFP is to conduct a detailed media landscaping within the Ethiopian context (Addis Ababa and Bahir Dar) to determine the appropriate media channels, media content saturation/frequency, target audiences, and messaging approaches required to drive normative change as relates to gender norms, gender equity, and more specially, the perception, practices, and beliefs around menstrual health across the life course from pre-puberty to adulthood. 

The media landscaping will provide the insight needed for Splash to design a comprehensive SBCC intervention to further amplify our existing work related to menstrual health and gender normative change within primary and secondary schools in Ethiopia.  After completing the landscaping, should the selected agency have the requisite background and expertise, there may be an opportunity to –co-lead with Splash the design, piloting, and launching of the SBCC intervention- contingent upon funding

Splash is looking to hire an experienced agency with extensive background in human centred design, international development programming, behaviour change, social behaviour change communication (SBCC), mass media intervention design, communications & marketing, and gender normative change.
