NCA is a member of various civil society networks, coordination mechanisms, and clusters in Ethiopia. In its current strategic period (2025-2029), NCA Ethiopia implements programs focused on Climate Resilient Water, Sanitation, and Hygiene (CRWASH); Climate and Environment Stewardship/Economic Development and Food Security; Peacebuilding; Gender-Based Violence/Sexual/ Reproductive Health; and Humanitarian Emergency Response.

Position Title: Senior Humanitarian Program Advisor
Number Required 1 Position
Reports to: Humanitarian Program Manager
Duty Station: Addis Ababa
Length of Contract: One year with a possibility of extension based on fund availability and performance
Basic Salary: ETB 195,000
Job Summary:
This position is aimed at providing strategic support to the Humanitarian Program team in relation to expanding the humanitarian responses in refugee and IDP settings, Humanitarian Innovation, funding, donor relations, and partnership.
NCA prioritizes humanitarian response in areas identified as hotspots by the Ethiopian Government and the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA). NCA also plans to scale up its response to refugee crises based on needs assessments issued by the United Nations High Commissioner for Refugees (UNHCR) and approved by the Refugee and Returnee Service (RRS).NCA Ethiopia has been responding to acute emergencies through partners, co-implementation, and direct humanitarian support by establishing field offices.
This position will be based in the Ethiopia Country office in Addis Ababa under the Humanitarian program manager 50% of the position will be dedicated to developing programming and supporting NCA’s ambition to scale up its refugee /IDP response. The other 50% will be dedicated to, humanitarian innovation, HDP nexus, camp coordination, and management, networking, and coordination.
Major Duties & Responsibilities:

Represent NCA in Refugee and IDP response-related clusters such as Refugee and camp coordination.

Build a strong relationship with UNHCR, IOM, and other relevant donors supporting refugees and IDPs in Ethiopia.

Provide strategic support to the field offices in their overall operations – Gambella, Somali, and contested areas such as Zata mainly focusing on the program implementation and Monitoring of humanitarian projects.

Contribute to humanitarian innovation, HDP Nexus, fundraising, donor relations, and partnership.

Assist the Humanitarian program team in developing innovative project designs, proposals, and concept note development.

Contribute to the development and implementation of NCA’s emergency preparedness and response plans.

Support the humanitarian team in innovation and documentation of learnings and good practices.

Staying up-to-date on developments in the humanitarian sector and adapting programs in consultation with the humanitarian program manager.

Identifying and exploring innovative approaches to humanitarian response, and expanding existing pilots to other areas. Prepare and share learning documents out of successful innovative pilot projects that the CO office has carried out and share across NCA Ethiopia and beyond for future learnings.

Support the Humanitarian Program team in consolidating monthly cluster 5 W matrix, Bi-Monthly situation updates, and submitting to the cluster as well as in Consolidating the quarterly, half-yearly, and annual reports, in liaising with the MEAL advisor.

Assist the humanitarian program team in the refugee response intervention designs, conducting assessments, and presenting analysis.

Represent NCA at UNHCR Lead Emergency response coordination, Refugee Interagency meetings, and other platforms.

Assist the humanitarian program manager in scheduling and preparation of donor missions and meetings.

Promptly lease with Log, Finance, HR, and other support unit to smooth the emergency project implementation and timely response.

Contributing to the development and implementation of emergency preparedness and response plans.

Supportive Supervision and monitoring of Refugee and IDP responses.

Participate in Capacity Assessment of NCA Eth Humanitrain Partners as required.

Identify, network with, design projects, and solicit funding from potential donors for humanitarian innovation, refugee response, and triple nexus interventions.

Improved Humanitarian response mainly on refugees and IDPs assistance and NCAs engagement in the intervention areas.

Increased NCA visibility, at the National level Refugee response clusters.
-
Humanitarian response linked with long-term development and peace-building -triple nexus- increased resilience of communities.
Required qualifications:
Master’s Degree in project management, International Development Studies, Disaster Risk Management, and Humanitarian Action studies with a minimum of 7 years of experience; which 3 years in managing emergency response programs/projects in a refugee setting.
Required skills & abilities:

Skill in planning, monitoring, organizing, and networking.

Proven experience in building donor relations.

English writing and communication proficiency, and report writing.

Prior expertise in humanitarian innovations, triple nexus as well as coaching and training as part of capacity building.

Experience in humanitarian innovation learnings and HDP Nexus successes with other humanitarian coordination platforms.

Strong organization skills, dynamic, flexible, proactive, coachable, disciplined, and excellent interpersonal skills.

Excellent computer skills including MS Office including data collection tools like Kobo.

Experience in attending/leading different coordination clusters.
