Project Description 

SOCODEVI contributes to improving the living conditions of communities by supporting the creation and strengthening of sustainable and inclusive cooperative or mutual companies.

The Strong’HER project, is a strategically designed response to the multifaceted challenges posed by climate change, particularly vulnerability to drought and erratic precipitations. The 5 years project focuses on enhancing climatic change adaptation from 3 woredas in Oromia region and in Addis Ababa targeting 2,500 rural families, including over 1,300 women-headed households, and 4,000 women entrepreneurs. Central to Strong’HER’s strategy is advancing climatic change adaptation and reducing climate vulnerability within vital agricultural value chains, such as teff and legumes, alongside women-led value chains in small ruminants and poultry production. 

By focusing on climate resilience, the project is set to reduce the vulnerability of these systems to drought and erratic precipitations, thereby fostering agrifood systems that are not only sustainable but also capable of flourishing amidst the evolving climate landscape. This approach positions climate adaptation as the driving force behind strengthening these systems, resulting in enhanced food security and economic empowerment for women in the agricultural sector. 

By leveraging the cooperative model, Strong’HER aims to enhance the capacity of rural and urban women to develop and adopt climate resilient practices, and to participate actively in decision-making processes. This model will not only boost the democratic organisation and income of women but will also enhance the quality of their products by integrating climatic change adaptation measures. Addressing the fact that women are especially susceptible and disproportionately impacted by climatic change, the project will confront gender-specific barriers that impede their capacity to adapt and restrict their contributions and economic well-being in agribusiness. Strong’HER is committed to supporting women’s sustainable farm management in response to climatic change, thereby ensuring they have control over resources and benefits, and can expand their networks to fortify their resilience. Additionally, Strong’HER promotes gender equality and women’s empowerment by increasing their participation in leadership roles and ensuring access to resources and training.

Job Summary 

The Logistics and Security Manager reports directly to the Country Director. He/she coordinates the security and logistics sector for the operation of teams and the implementation of project activities with a view to achieving the desired results. He/She is responsible for the planning, implementation, monitoring and evaluation of the security plan. He/She coordinates the security aspects of the project as a whole, and ensures the implementation of SOCODEVI’s security policy, to which she will actively contribute.

At the same time, he/she oversees the management of purchasing, goods and equipment, as well as the maintenance of the project’s vehicle fleet and infrastructure. He/She also ensures that logistical resources are optimized between the various offices and projects, coordinating travel and reinforcing synergy between teams. This person is also responsible for setting up and monitoring logistics management tools, such as the asset register and data tracking dashboards. Finally, he/she plays a key role in setting up and organizing the organization’s offices in Ethiopia, ensuring their optimal operation and compliance with safety and logistical requirements.

Security management:

1.Security strategy and risk management:

– Define a security strategy adapted to identified risks in collaboration with the Country Manager.

– Develop, maintain and update a risk register and security plan for areas of operation.

– Participate in the elaboration of the access strategy to areas of operation and assist teams in the opening, securing or closing of offices, as well as in the elaboration of procedures for the deployment of mobile teams.

2.Monitoring and managing the security situation:

– Monitor the security situation through a network of local contacts and establish an effective information system to maintain situational awareness.

– Liaise with the Country Director to report any changes or deterioration in the security situation.

– Participate in relevant inter-agency coordination meetings (e.g. OCHA and UNDSS) and report any changes in the context orally immediately and in writing on a weekly basis.

3.Communication and coordination :

– Establish an internal communication network to quickly inform field staff in Addis Ababa and Oromia of any security changes.

– Collaborate with SOCODEVI HQ and partner security resources to ensure consistency in security measures.

– Organize and maintain a network of external contacts to facilitate humanitarian access and dialogue with local communities, ensuring staff safety and business continuity.

4.Application of and compliance with security procedures:

– Ensure implementation and compliance with security procedures, particularly for staff movements.

– Ensure the security of the premises and propose solutions to any shortcomings identified.

5.Crisis management and supervision:

– Manage security crises in accordance with contingency plans, in collaboration with the Country Manager, and assume security management in his/her absence.

– Accompany security managers (Area or Project Managers) to improve service, detect failures, obtain reliable information and write quality security reports.

6.Training and awareness :

– Organize safety and context briefings for new employees and expatriates, as well as regular reminders for senior staff.

– Make employees aware of safety and contextual issues.

Logistics management:

7.Purchasing planning and follow-up:

– Plan, receive and centralize project purchase requisitions.

– Ensure timely follow-up of Purchase Requests (PR) and validation process.

– Update SOCODEVI’s purchasing tracking file (SDA) and provide regular updates on purchasing progress.

– Organize appropriate filing of logistics-related documentation.

8.Property and equipment management:

– Oversee the management and maintenance of assets, including vehicle fleet, office materials and equipment, as well as public and private utilities (electricity, water, internet, garbage collection, etc.).

– Maintain asset register and perform physical identification of assets.

– Manage fuel for vehicles and generators.

– Coordinate with the Administrative and Financial Manager for the transfer of equipment between the project’s target offices.

9. Data tracking and analysis:

– Develop comprehensive dashboard for fleet, assets and procurement data to ensure monthly tracking and analysis.

– Manage GPS data for project vehicles to ensure accurate tracking.

10.Logistics coordination:

– Coordinate logistics support and travel in collaboration with project offices.

– Strengthen logistics coordination between projects to optimize use of resources.

11.Personnel management:

– Manage drivers and security personnel.

Working conditions 

SOCODEVI offers the following and a great work environment: 

  • One-year contract, renewable annually;

  • Regular working hours: 8 hours a day from Monday through Friday, for a total of 40 hours/week;

  • Salary will be paid on a monthly basis;

  • 20 working days of annual leave per calendar year. The annual leave is earned at the rate of 1.67 days per month;

  • Periodic meetings could be held in the implementing areas of the project;

  • Working during evenings and weekends might happen when necessary but shouldn’t be frequent;

  • The successful candidate accepts to travel to the woredas when needed and required.

Qualifications and Requirements

Qualifications

– Diploma in Humanitarian Security Coordination, Logistics and Transport, or fields deemed relevant with proven experience in these fields or equivalent experience as a military, police or border agent.

– Training in safety and security management for humanitarian or development missions, such as INSO, Red Cross (committee or federation) or OXFAM security training courses.

– Proven skills in adult education Logistics training related to non-governmental organization field operations

Experience

– Excellent knowledge of the security context in Ethiopia, both at national level and in the province of Oromia.

– Expertise in risk analysis, development of humanitarian access strategies and humanitarian negotiation.

– Previous experience in a similar position (security advisor or logistics officer) or in an INGO in a related role.

– Strong management, communication and organizational skills.

– Ability to be firm, dynamic and an excellent communicator.

– Experience in training personnel in multicultural contexts.

– Excellent command of Microsoft Office 365 and SharePoint.

Number of years of experience 

– At least 5 years’ experience in an NGO environment, including at least 3 years as safety manager in an international NGO.

Skills 

  • Proficiency in English, Amharic and Afan Oromia is required;
