General Background

Ethiopia’s higher education system has witnessed significant expansion and transformation over the past two decades. The expansion has been in the number of universities, student intake, and staff. They run multidisciplinary programs and admit learners in various modalities (undergraduate, postgraduate, regular, continuing, and distance education). The conventional mode of delivery so far has been face-to-face, with a minimum augmentation of virtual lecturing.

Rationale of the Assignment 

The completion of the program deliverables mentioned above has created a more suitable environment for universities to launch e-learning. However, the universities did not proceed with the next actions toward the launch of digital education. A notable issue is the lack of digital content that has been developed or curated and made available on the platform. This shortfall has emerged as a critical bottleneck in the adoption process.

Education and experience

  • PhD degree and above in the fields of education, curriculum, digital education, higher education policy, and related fields 

  • At least 10 years of hands-on experience in teaching at higher education curriculum and policy development.

  • Proven track record in course content and teaching methodology development. 

  • Hands-on experience in higher education curriculum and pedagogy.

  • Hands-on digital skills and a solid understanding of key considerations for high-quality digital content

  • Demonstrated experience in assessing digital content or ICT initiatives in education.

Technical Competencies 

  • Knowledge of the Ethiopian higher education system and policies.

  • Strong research, analytical, and report-writing skills.

  • Ability to perform under stress with minimal supervision and able to handle multiple tasks at a time in a calm and organized manner.

  • Ability to listen and synthesize ideas from wide-ranging perspectives and able to come up with a consolidated and implementable plan from such a process.

  • Believing in the value of online learning, is interested in educational technology, and has a learning mindset.

  • Ready to get feedback from selected experts at MoE and universities about the relevance and completeness of the progress, reports and incorporate them accordingly.

  • Proficiency in spoken and written English is a must.
