About the project
Project Title: SHIELD:Â Strengthening Humanitarian Interventions and Enhancing Local Disaster Resilience through an Integrated Approach in Dawa Zone, Somali Region
Donor:Â Italian Agency for Development Cooperation (AICS)
Duration: 21 months (May 2025 – February 2027)
Location: Hudet and Moyale Woredas, Dawa Zone, Somali Region
The project aims to strengthen the resilience of vulnerable communities, including internally displaced persons (IDPs), through integrated interventions in the fields of livelihoods, cash assistance, WASH, and disaster risk reduction (DRR).
ABOUT THE ROLE
CEFA is looking for an experienced and proactive Livelihood Coordinator to lead the implementation of the livelihood activities of SHIELD project. The Coordinator will ensure effective coordination, technical supervision and quality during activities implementation, with a particular focus on agriculture and cash assistance components.Â
MAIN RESPONSIBILITIES
LIVELIHOOD COORDINATION
-
Lead implementation of agriculture and FSL activities in target areas.
-
Coordinate the delivery of cash-based interventions (MPCA) to the most vulnerable households.
-
Support the organization of training and technical support for farmers and HHs beneficing of MPCA.
-
Facilitate the distribution and appropriate use of agricultural inputs.
-
Ensure timely planning and field delivery of livelihood activities, in line with workplans and targets strategies.
TECHNICAL LEADERSHIP
-
Provide technical guidance for livelihood and cash-based interventions (e.g., MPCA, restocking, IGAs).

Ensure inclusion of vulnerable groups, especially women and IDPs, in all livelihood activities.

Oversee market assessments, beneficiary targeting, and feedback mechanisms.
-
Monitor adherence to CEFA and donor standards for cash programming and resilience building.
MONITORING, REPORTING AND ADMINISTRATION
-
Support the MEAL team in monitoring and data collection tools.

Prepare timely narrative reports for internal use and donors.

Prepare timely ToR for activities design and implementation.

Job Requirements
EDUCATION AND EXPERIENCE REQUIREMENT
-
Master’s degree in Agriculture, Rural Development, Food Security, International Development, Humanitarian Action or related fields.
-
At least 5 years of experience in the field, preferably in international NGOs and with donor-funded programs.
-
Proven experience in coordinating projects in agriculture, food security, livelihoods and cash-based programs.
-
Previous experience working in consortium projects and coordinating with multiple stakeholders.
-
Prior experience working in the Somali Region is highly desirable.Â
REQUIRED COMPETENCIES
-
Excellent communication, negotiation and coordination abilities.
-
Good knowledge of project cycle management and donor regulations (AICS experience is a plus).

Fluent in English and Amharic and Somali
-
Computer proficiency (Microsoft Office, project management tools).
-
Strong analytical and reporting skills.
-
