- Duration: Part-time bases for 8 months with possibility of extension with the availability of funds and performanceÂ
Position OverviewÂ
The Monitoring and Evaluation (M&E) Officer is responsible for developing, implementing, and managing monitoring and evaluation systems to assess project performance and impact. The role involves designing data collection tools, tracking key performance indicators (KPIs), analyzing quantitative and qualitative data, and producing reports that inform program decision-making. The M&E Officer ensures that projects meet donor and organizational requirements for accountability, learning, and continuous improvement. They also play a key role in capacity building of staff and partners in M&E processes.
The Senior Monitoring, Evaluation, and Learning (MEL) Officer will also be responsible for overseeing all MEL activities of the Ethiopian Medical Association (EMA), with a particular focus on the Global Health Partnership project. This role is critical in ensuring that the association’s programs are effectively monitored, evaluated, and learned from to drive continuous improvement and accountability.
Key Performance Areas:
Key Performance Area I: Planning and Reporting Activities Management
- Collaborate with various departments to prepare the association’s annual, quarterly, and monthly plans.
- Lead the preparation of annual, quarterly, and monthly reports in collaboration with relevant departments to ensure timely and accurate reporting.
- Facilitate the development of EMA’s upcoming strategic plan, ensuring alignment with organizational goals.
- Prepare special reports as requested by the leadership (President and Executive Director) to inform decision-making.
- Ensure compliance with donor reporting requirements and timelines.
- Develop and implement a system for tracking progress against strategic objectives and key performance indicators (KPIs).
Key Performance Area II: Evaluation Leadership and Management
- Lead comprehensive evaluations of the EMA strategic plan to assess effectiveness and impact.
- Organize and facilitate quarterly, biannual, and annual performance review meetings with stakeholders.
- Collect findings from performance review meetings, documenting insights and recommendations for internal and external stakeholders (staff, board members, and partners).
- Develop evaluation frameworks and tools to assess program outcomes and impacts.
- Ensure that lessons learned from evaluations are integrated into future planning and program design.
Key Performance Area III: Management of Monitoring, Evaluation, and Learning (MEL) Activities for Global Health Partnership Project
- Develop a project-specific MEL plan in accordance with donor requirements and templates.
- Facilitate monitoring evaluation report and learning of each activities (e.g. training, workshop, etc.) against the key performance indicator outlined in the MEL of project.
- Regularly monitor the implementation of project activities to ensure alignment with the project plan and objectives.
- Design data collection methods and tools to gather relevant information on project performance.
- Analyze data collected from monitoring activities to identify trends, challenges, and opportunities for improvement.
- Prepare regular MEL reports summarizing findings, insights, and recommendations for project stakeholders.
- Facilitate knowledge sharing sessions with project teams to promote learning and adaptation based on monitoring results.
- Key Performance Area IV: Capacity Building and Stakeholder Engagement
- Provide training and support to staff on MEL concepts, tools, and best practices to enhance their capacity in monitoring and evaluation.
- Engage with external stakeholders, including donors and partners, to communicate MEL findings and foster collaborative learning opportunities.
- Represent EMA in relevant forums, workshops, and conferences to share best practices in MEL.
Key Performance Area V: Continuous Improvement and Innovation
- Stay updated on emerging trends, methodologies, and technologies in MEL to enhance the association’s practices.
- Promote a culture of learning within the organization by encouraging reflection on successes and challenges.
- Identify opportunities for innovation in MEL processes to improve efficiency and effectiveness
REQUIREMENTS
Academic Qualification
MPH /MSC /BSc in health/ Statistics /Economics/Project Management related fields.Â
Experience: 6/8years experience with strong monitoring, evaluations, reporting and learning experiences. In addition, are mandatory.Â
Technical skills

Strong knowledge on Program /Project Management, M&E, Budget Management.

Demonstrate knowledge and experience of managing grants of multiple funding organizations.

Strong analytical skills with experience in data analysis software (e.g., SPSS, STATA and other statistical soft wares).

Excellent communication skills, both written and verbal.

Proven ability to work collaboratively in a team-oriented environment.
Languages
- Fluency in spoken and written English and Amharic.Â
Desired Criteria (An Asset)
- Â Knowledge of MS Project software
- Â Experiences in NGO environment
