Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. 

PUI works in 10 areas of intervention and distinguishes itself by the implementation of an integrated approach in its response. This method aims to identify and understand the needs of all those affected by a crisis. Our teams come together to bring a rapid global response to the basic needs of populations affected by humanitarian crises to help them regain independence and dignity. 

PUI in Ethiopia:

Following the north Ethiopia conflict which erupted in 2020 and the reports of recurrent drought which is affecting the life and livelihood of millions in different regions of Ethiopia, PUI decided to contribute its part to address the humanitarian needs triggered by both manmade and natural disasters. PUI has been registered with FDRE Authority for Civil Society Organization (ACSO) since June 22, 2022, to enable the organization to operate legally in the country.

Since then, PUI has been providing humanitarian assistance in Afar and Benishangul Gumuz Regional States addressing the needs of population affected by both manmade and natural disasters. The organization has been exploring the potential gaps in terms of humanitarian assistance in the regions where it is currently intervening and other regions. 

The current projects in Afar and Benishangul Gumuz regions are mainly focusing on creating better access to health and nutrition services for conflict and drought affected population. PUI is working in collaboration with local health authorities in providing support to revitalize the conflict affected health systems in those regions. In Metekel zone of BGRS, PUI is implementing humanitarian assistance in Debatie, Bullen, Dangur and Pawi woredas while in Afar, PUI is supporting nutrition services in Abala town, Abala rural woreda, Berhale, Wasama and Dallol woredas of Afar region in Kilbati Rasu zone.

PUI is working with Expertise France to integrate SRH and GBV protection activities in its ongoing project in Afar region targeting Abala area. 

For this purpose, PUI is actively recruiting new staff in various disciplines of health, PSS and protection to be part of Roving Protection and Medical Team (RPMT) based in Abala town, Afar region, Kilbati Rasu zone and support four health centers in Abala and Wasama woredas.   

Overall Objective:

Under the direct supervision of the Project Manager, and the technical supervision of the Protection Advisor, the Protection Specialist will support the set-up and management of a Community Outreach Workers’ Network. S/he will be responsible for developing, implementing and monitoring community outreach activities, in compliance with work plans, donor regulations and PUI policies, and will ensure that protection principles are mainstreamed in all sectoral programs of PUI. S/he will play a key role in increasing community knowledge and access to services while strengthening PUI knowledge of and acceptance within the community.

Tasks and Responsibilities 

  1. Activities Implementation 
  • Provide capacity-building and trainings to COWs on thematic of protection (including CP, GBV, protection mainstreaming, confidentiality of protection data)
  • Ensure quality services respecting “Do no harm” and confidentiality principles are provided by COWs on the field
  • Support effective community engagement and community input into program activities and design through close contact and structure activities 
  • Participate in community events and meetings and lead the organization of awareness sessions and workshops
  • Strengthen referral pathway between PUI RPMT and the one stop center.
  • Ensure the identification, internal referrals and follow-up of protection cases and urgent cases to the Health, FSL and Nutrition team
  • Develop appropriate key messages and IEC materials and ensure that they are disseminated among the community 
  • Disseminate relevant and meaningful information regarding the rights of persons of concern and services available in the area in order to enhance access to services and rights
  • Proactively seek to assess people who have been missed out from assistance, such as marginalized communities, new arrivals or households whose situation has suddenly deteriorated
  • Ensure protection is mainstreamed in all PUI Programs at the field and protection cases and concerns are timely referred and addressed
  • Responsible of the all community outreach interventions and activities defined, develop and follow up on the work plan together with the Project Manager
  • Report immediately any difficulty or delay faced in the implementation of activities to the direct manager
  1. Team Management
  • Supervise Community Outreach Workers and ensure the timely implementation of their activities
  • Coordinate the work of COWs: work plans, progress toward targets, and frequency of submitting collected data
  • Ensure that COWs have the necessary information on the referral system and provided services and properly understand the activities to be implemented in the framework of the project
  • Support COWs in improving their performance
  • Routine field visits to monitor COWs activities
  • Continuously collect feedback from COWs and ensure the communication to the Protection Supervisor
  1. Logistic & Administration
  • Report to the line manager the needs in materials and tools required to conduct trainings and outreach activities
  • Participate in the organization on training sessions: venue, attendees and support materials. Ensure a proper utilization of the tablets and make sure all of it are daily charged and fully operational 

    D. Capitalization and Development 

  • Capitalize lessons learnt and good practices throughout the project
  • Participate in the writing of comprehensive Activity Forms for all major operational aspects, in direct collaboration with the MEAL teams and with his/her supervisors
  • Participate in the development of comprehensive support documents for activities implementation by the protection teams
  • Create/review SOPs and propose relevant improvement, under Project Manager and Technical Coordination’s management
  • Participate to the operational development of the mission through active participation to the mission annual programming process
  • Contribute to the design and drafting of new proposals and budgets in collaboration with the Project

  1. Reporting & Data Collection 
  • Collect, analyze, store in a database and report information received from COWs.
  • Collect, analyze, store in a database and report information on identified protection cases and referrals
  • Identify the number of assessed individuals by the COWs progress towards assigned target
  • Document and report training sessions and feedback from participants
  • Ensure internal and external qualitative reporting on all activities under his/her responsibility is done in relevance to PUI internal tools and requirements
  • Update and transmit on a monthly basis the PMT (Project Monitoring Tool) as a tool to follow up the implementation of the project

–     Produce qualitative intermediary and final reports for donors

  • Support and contribute to the field assessment, data collection and storage in a database, report writing and share community feedback and concerns

  1. Internal and External Representation
  • Build and maintain relationships with external partners, community leaders, community committees and other stakeholders 
  • Represent PUI at anytime and anywhere when s/he is in duty
  • Ensure coordination with PUI Staff and stakeholders concerning community intervention activities

The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs. The employee could be requested to perform other tasks as his/her Line Manager may judge necessary.

Required Qualifications and Professional Experience

  • Master’s or bachelor’s Degree in social science/development studies/political science or related field
  • Similar experience of 3 years for first degree or 2 years for MSc
  • Experience humanitarian works
  • Work experience in Afar Region

Required knowledge & skills:

  • Proficiency in MS Office.
  • Knowledge of the community of Afar
  • Excellent attention to detail and organizational skills.

Language:

  • English, Afar, and Amharic.
