The SMART START SCALE-UP  Project Manager is responsible for providing technical leadership and support on Smart Start, IUCD Scale-up, and introduction of DMPA-SC Self-Injection across FGAE supported sites, to ensure the achievement of sustainable access to family planning services for married adolescent girls and young women (15–24 years old), reducing teenage pregnancies and improving maternal health outcomes. S/he is responsible for planning, coordinating, implementing, and monitoring all interventions and activities related to capacity building, clinical mentorship, and integration of Smart Start into the MOH system. In addition, s/he is expected to liaise with the FGAE team to work closely with key stakeholders RHBs, zonal health departments, woredas, PHCUs PHC Directors and staff, and HEWs and community structures in the project sites. S/he is also expected to coordinate the planning, implementation, and building of local capacity at Health Center and Health Post level, monitoring and sharing of lessons and learning for project activities. The ideal candidate is highly organized, detail-oriented, and capable of managing multiple tasks simultaneously.

Responsibilities and Tasks

  • Provides technical leadership to the teams working on SMART START Scale up and DMPA-SC Self-Injection in the delivery of improved access to integrated and quality FP services for married girls and young women aged 15-24
  • Manage field-level project staff and coordinate with other partners to realize the goals and objectives of the goals and objectives of the SMART START scale-up, DMPA-SC Self Injection initiatives. 
  • Manage and coordinate the implementation of all capacity building, community engagement to increase demand for IUCD and Smart Start counseling., reporting and documentation for Smart Start and IUCD services, especially at health posts level, Introduce and scale up DMPA-SC self-injection in targeted health facilities and Strengthen supply chain management for consistent availability of DMPA-SC commodities.
  • Lead and strengthen local capacity like that of HEWs, VHLs, WDAs, etc to improve ownership, coordination and sustainability
  • Ensure the project activities and interventions are implemented according to the standards and quality
  • Work closely with partners in the planning, coordination, implementation, and monitoring of interventions and activities to enhance capacity, contextualize, and carry out the project interventions and activities in the SMART START Scale up woredas and DMPA-SC Self-Injection towns. 
  • Work closely with RHBs, ZHDs, WorHOs, and woreda coordinators to plan and execute various trainings on community engagement and family planning service Initiatives
  • Provide technical and managerial oversight to Cluster level Officers. 
  • Work with and support Cluster Officers and CPD Coordinators of FGAE to maintain strong oversight of the training and family planning service delivery in the project implementation sites.   
  • Provide technical support to the cluster officers to use data generated through the project to ensure adaptive programming in order to meet service delivery projections. 
  • Ensure trainings are effectively organized and as per the requirement at each level in collaboration with the CPD centers of FGAE.
  • Oversee training cascaded with updated standards set by the Ministry of Health and PSI-E protocols.
  • Ensure proper documentation (trainee and trainer profile, type of the training, narrative report and ..) is maintained for each training organized .
  • Coordinate the collection of regular quality assessment using project tools across all Health Facilities in coordination with the Monitoring and Evaluation Officer;
  • Work with the Monitoring and Evaluation Officer to ensure that data generated through the project is used to inform program strategies for reaching the unreached and adaptation to project design at national, regional, and woreda levels. 
  • Prepare and submit monthly, quarterly, and annual work plans to FGAE & PSI-E, as required.
  • Provide and ensure utilization of job aids, tools, guides, and manuals for dialogues, community engagement, and other platforms
  • Regularly conduct follow-up visits, facilitative supportive supervision & TA, performance reviews, and experience sharing jointly with PSI-E and government stakeholders
  • Participate at relevant technical & coordination meetings such as TWGs in the region and promotes partnerships and networking
  • Assist in the development of project plans, including timelines, milestones, and resource allocation.
  • Serves as a point of contact for project teams and stakeholders.
  • Identify, document, and share success stories, lessons and learnings Schedule and organize project meetings, including preparation of agendas and follow-up on action items.

Educational Background: – Master’s degree or equivalent in Public Health   with experience related to Family Planning / Reproductive Health programs, preferably in contraceptive  service delivery projects, community engagement and empowerment, social accountability, social behavior change, etc;

Work Experience: – Minimum of 5 years of demonstrated coordination and managerial experience in project planning, implementation, and monitoring.

Skills required: 

Familiarity and demonstrated experience with Ethiopian Primary Health Care System  strengthening including the Community Health Program, community engagement, community structures

Demonstrated experiences on capacity Strengthening Health System development of PHFs & NSAs/CSOs

Experience in evidence synthesis and analysis for program and intervention design and adapting best practices to specific project contexts;

Experience of working with local governments, international organizations, other bilateral donor and civil society organizations, and senior-level government officials is desired.

Able to work with minimum supervision.
