Job SummaryÂ
The purpose of the MEAL Specialist position is to support the MEAL system for all humanitarian unit projects. maintain the M&E systems for the humanitarian unit. Under the technical support of the LDM Manager s/he is responsible for organizing and coordinating the collection, compilation, consolidation and analysis of data. She/he also establishes and ensures better data management system and generation of data for reporting and informed decision making. S/he will lead the design of M&E systems for individual projects within the humanitarian portfolio in line with the organization and donors’ specific requirements. S/he provides technical backstopping, training in the areas of MEAL and knowledge management and coaches and mentors project base and field-based MEAL officers. The position holder will work closely with the humanitarian program managers (HPMs) and FO staff to support monitoring and evaluation, the production and submission of timely quality reports and documentation and dissemination of learning. The post holder will also ensure periodic grant trackers and feedback and complaint mechanism.
ResponsibilitiesÂ
Job Responsibility #1: Planning/ Design, Monitoring, Evaluation and Reporting (35%)

Lead project baseline studies, annual reviews, midterm assessments and post distribution assessments.

Participate in project design processes and develop corresponding result frameworks and M&E plans

Support the subsequent development of M&E tools and systems for all projects in the unit
-
Ensure that detailed M&E plans are prepared for each projectÂ
-
Review project evaluation reports, compile and share lessons for future project and program design
-
Support the incorporation of learning into new project proposalsÂ
-
Support sector managers and field staff in monitoring of project progress
-
Design data collection tools and provide technical support for grassroot level staff who responsible for regular data collection.

Support out sourced evaluations/assessments
Job Responsibility #2: Strengthen Accountability to Affected people (15%)

Develop and Implement CARE Ethiopia accountability to affected people system (like information sharing, community participation, feedback and complaints response mechanisms etc)
-
Implement and monitor CARE humanitarian accountability framework (HAF)Â
-
Receive, compile, analyze, share and file feedback and complaints
-
Communicate and disseminate CARE’s feedback and complaints policies and procedures for staff and concerned stakeholders and partners.
-
Conduct induction/orientation, training and capacity building of staff involved in accountability and protectionÂ
-
Works with the Human Resources Department and others as appropriate to develop an effective training on organizational code of conduct, policies and procedures and cfeedback and complaint handling for new employees as well as ongoing training for all employees and managers.

Produce regular internal (and external) reports on information sharing, feedback and complaint trends, response procedures, and relevant issues.

Represent CARE Ethiopia in Inter Agency Accountability Working Group (IAAWG) and other networks
Job Responsibility #3:Â Information Management (20%)

Develop and maintain M&E information management system for the humanitarian unit

Ensure the timely collection, analysis and utilization of project related information, including early warning information working closely with the liaison, reporting and information officer

Oversee the regular maintenance of project MEAL information using appropriate database management system and makes accessible to staff and other stakeholders at CO level
-
Work with senior planning and technical manager and the humanitarian program coordinator to promote learning within the portfolio of projects of the humanitarian unit

Work with the program coordinator in preparing Humanitarian Situation Reports

Ensure timely data provision of data related to Global Program Indicators for PIIRS
Job Responsibility #4: Program and Data Quality assurance (10 %)

Develop strategies to improve project data quality and ensure implementation of strategies to improve the data qualityÂ

Ensure MEAL activities are in line with CARE MEAL principles, protocols and standardsÂ
Job Responsibility #5:Â Learning, sharing/networking (15%)

Support and develop reflective practice forums for the portfolio of projects within the humanitarian unitÂ
-
Initiate research/studies, particularly in relation to the project/program learning agendas and share results for wider audiences in and outside CARE to enhance program quality

Represent and Link the country office with partners on issues related to Humanitarian unit MEAL
-
Network with others to gain experience and share CARE’s humanitarian experienceÂ
Job Responsibility #6: Other (5%)Â

Perform other duties as assignedÂ
QualificationsÂ
Required:
-
B.A. Degree in Social Sciences, Management Information Systems, Statistics or equivalent combination of education and work experience
-
5 years of work experience in MEAL, MIS, needs assessment, baseline surveys, regular progress monitoring, project evaluation
-
Computer skills (Word processing, database management); data analysis
-
Digital data collection platforms like CommCare, ODK,KOBO
-
Excellent written and verbal communication in English Language
-
NGO experiences in MEAL
-
Knowledge of statistical software like SPSS and experiences in database development applying common software like MS Access
- Knowledge of local language
Desired:

M.A. Degree in Social Sciences, Management Information Systems, Development Studies, or related.
