INVITATION FOR CONSULTANCY SERVICE TO CONDUCT

END LINE EVALUATION.  

Background: 

JSI Research & Training Institute, Inc. has over 25 years of experience in public health in Ethiopia. In collaboration with GAVI, the Mastercard Corporation, and the Ethiopian Ministry of Health, JSI launched the Wellness Pass (WP) project in November 2022. The project seeks to modernize routine and COVID-19 immunization record tracking by integrating the WP solution with the DHIS2 Vaccine Tracker. 

The WP digital health tool, an electronic card ensuring the offline portability of immunization records, is currently active across nine regions and 687 Health Centers (HCs): JSI is seeking a well experienced Consultancy Firm to evaluate the implementation and impact of the WP project. 

REQUIRED QUALIFICATION AND EXPERIENCE

The consultancy firm must have.

  • Over five years of professional experience, with a proven track record in evaluation research, particularly in immunization and digital health information systems.

  • At least three experienced consultants with advanced degrees (at least a Master’s), including the lead consultants in research, public health, social sciences, or related fields.

  • Demonstrated experience in qualitative research methodologies.

  • Experience on the evaluation of EPI and digital health implementation in Ethiopia.

  • The ability to work collaboratively as part of a team.

  • Proficiency in using electronic-based data capturing, monitoring, and evaluation tools.

  • Prior fieldwork experience in large-scale studies.

  • The capacity to store and maintain data in a secure manner.

Competencies.

  • Strong quantitative and qualitative data analysis skills using software; and

  • Flexibility and adaptability to work across multiple offices and cultures.

  1. Where a supplier wishes to participate in this bid must have a license and register by the tax authority. The bidding documents may be collected by interested suppliers from JSI office. The bidder renewed the trade License for 2017 E.C, its Tax clearance certificate valid at the submission of bids &, VAT registration certificate with taxpayer registration certificate.

  2. This invitation for bid is open to all interested bidders fulfilling the above criteria and the bid evaluation and award shall be determined in accordance with the provisions indicated in the RFP. The RFP is prepared in English Language.
