Ethiopian Health Care Federation Strategic Plan Development Consultant

1. Background and Context:

Project HOPE is seeking the services of a Strategic Plan Development Consultant to support the Ethiopian Health Care Federation (EHF) in the creation of a comprehensive strategic plan that will guide its growth and development over the next Five Year. The consultant will work closely with the senior leadership team of EHF and key Public and private stakeholders to develop a strategic roadmap, focusing on aligning the EHF’s vision, mission, to collaborate in creating an enabling environment where Ethiopians can access quality and more efficient healthcare services in general and RMNCAH-N services in particular. Bringing all private sector stakeholders under one umbrella body for advocating, networking, promoting public -private partnerships, and championing better health care service.

2. Objective of the Consultancy:

The primary objective of this consultancy is to develop a clear, actionable, and measurable strategic plan for the Ethiopian Health Care Federation that will:

  • Align the EHF’s mission and vision with its future goals.
  • Establish key strategic priorities and initiatives.
  • Provide a clear framework for implementation, monitoring, and evaluation.

The final deliverable will be a strategic plan that articulates the long-term vision, key strategic goals, and implementation roadmap for EHF.

3. Scope of Work:

The consultant will be expected to perform the following key tasks and activities:

3.1 Strategic Assessment & SWOT Analysis

  • Conduct an in-depth analysis of EHF’s current strategic position, including its mission, vision, values, and performance.
  • Evaluate external factors such as competitive landscape and regulatory environment.
  • Perform a SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis, identifying internal and external factors that influence the organization’s ability to achieve its goals.

3.2 Strategy Formulation

  • Facilitate strategic planning workshops and sessions with the senior leadership team and key stakeholders.
  • Assist in the formulation of the organization’s long-term vision, mission, and strategic priorities.
  • Develop clear, actionable strategic objectives and goals, ensuring they are aligned with the organization’s vision.
  • Identify key performance indicators (KPIs) and metrics to track progress against strategic objectives.

3.3 Implementation Planning

  • Develop an implementation roadmap that includes key activities with, timelines, and identify accountability structures.
  • Provide recommendations for prioritizing initiatives and allocating resources effectively.

3.4 Monitoring & Evaluation Framework

  • Develop a monitoring and evaluation (M&E) framework to track progress toward achieving strategic objectives.
  • Develop monitoring and evaluation tools for implementation of key strategic activities.
  • Establish mechanisms for ongoing review and adjustment of the strategic plan.
  • Provide guidance on setting up systems for regular reporting and review meetings.

3.5 Stakeholder Engagement & Communication

  • Conduct stakeholders’ analysis
  • Ensure effective communication of the strategic plan to internal and external stakeholders.
  • Assist in the development of communication materials (e.g., presentations, reports) to facilitate buy-in and understanding of the strategic plan.
  • Present the strategic plan to senior leadership, the board, and other stakeholders, ensuring alignment and support.

4. Deliverables:

The consultant will be expected to deliver the following outputs:

  1. Strategic plan development protocol and inception report- This will be guidance tool to understand engage in the process for EHF and USAID ECA team, monitor activities pertained to strategic road map. 
  2. Strategic Assessment Report – An analysis of the current strategic position, including SWOT analysis and external environmental assessment.
  3. Draft Strategic Plan – A comprehensive document outlining the organization’s vision, mission, goals, strategic priorities, and KPIs.
  4. Final Strategic Plan – A finalized, actionable strategic plan incorporating feedback from leadership and stakeholders.
  5. Implementation Roadmap – A detailed plan outlining the necessary steps for execution, including timelines, resources, and assigned responsibilities.
  6. Monitoring & Evaluation Framework – A framework for tracking progress and measuring success, including periodic review mechanisms.
  7. Stakeholder Communication Materials – Briefing materials, presentations, and reports to communicate the strategic plan to relevant stakeholders.

5. Timeline:

The expected duration of the consultancy is [insert time frame, e.g., 3 months], with the following indicative timeline:

  • Week 1-2: Conduct stakeholder interviews and SWOT analysis.
  • Week 3-4: Facilitate strategic planning workshops and finalize strategic goals.
  • Week 5-6: Develop and present draft strategic plan.
  • Week 7-8: Incorporate feedback and finalize the strategic plan.
  • Week 9-10: Develop implementation roadmap and monitoring framework.

Note: The timeline is subject to adjustments based on client needs and feedback.

6. Reporting and Supervision:

The consultant will report directly to RMNCAH-N Service Delivery Director and will be expected to provide regular progress updates. The consultant will work closely with the senior leadership team to ensure the strategic plan aligns with the EHF’s goals and vision.

7. Budget and Payment Terms:

Payment will be made according to the following schedule:

  • 30 % upon submission of Inception report 
  • 30 % upon submission of the draft strategic plan
  • 40 % upon completion of the final deliverables

8. Confidentiality:

The consultant will be required to maintain confidentiality throughout the course of the engagement and for any proprietary or sensitive information shared during the project.

9. Application Process:

  • A cover letter outlining relevant experience.
  • A detailed CV or portfolio of previous work.
  • A proposed approach and methodology for developing the strategic plan.
  • A detailed financial proposal outlining the total consultancy fee.

The ideal consultant individual should have the following qualifications and experience:

  • Education: Master’s degree or equivalent experience in Health science or related field. Additional educational background in Strategic Management, Organizational Development, or a related field is a plus
  • Experience:
    • At least 5-10 years of relevant experience in strategic planning, management consulting, or organizational development.
    • Proven experience in leading or supporting the development of strategic plans for similar organizations.
    • Experience in conducting market research, competitive analysis, and risk assessment.
    • Previous experience in facilitating workshops and working with senior leadership teams.
  • Skills:
    • Strong analytical, facilitation, and problem-solving skills.
    • Excellent communication and presentation skills, both written and verbal.
    • Expertise in strategic planning tools and methodologies (e.g., Balanced Scorecard, SWOT, PESTLE analysis).
    • Proficiency in Microsoft Office or equivalent project management tools.
