Introduction:
The Brooke is a leading UK equine welfare charity which has been working in Ethiopia since 2006 with a country office in Addis Ababa. The Brooke aims to improve the welfare of working equines, together with the livelihoods of people dependent on these animals.Β
Brooke Ethiopia has established a partnershipΒ with the University of Saskatchewan to implement a Global Affairs Canada funded projectentitled ββ One Health Community Partnerships (OHCP).Β

Work Location: Ethiopia β Halaba Kulito Town, with regular travel to the field (40%) in Halaba Zone, Wera Woreda (villages of Arsho, Tach Arsho and Merab Gortacho)Β
Reports to:Β Matrix management system will apply. The Canada Project Director will be responsible for task assignment to the PM and will oversee/supervise work completion.Β The PM will also have regular interaction with the various departments in the BE Addis Office (CD, head of Programme Operations, head of finance and HR manager).Β

Duration:Β 1-year contract with the possibility of extension
Salary range: ETB 117,500.00 β ETB 137,500.00 gross per monthΒ [MJ1]Β (before applicable payroll deductions).Β

One Health Community Partnership (OHCP) project is a 3-year initiative (1 April 2025 β 31 March 2028) funded by Global Affairs Canada. The project is implemented by the University of Saskatchewan in collaboration with Brooke Ethiopia.Β
The project aims to improved community health and equitable empowerment for poor, marginalized, rural smallholder farmers, especially female headed households, women and girls.Β The project strives to empower communities with knowledge and skills on animal, human, and environmental health, and promote gender equality with participation by both women and men.
We are currently seeking a dedicated and experienced Project Manager to join our team to lead the implementation of the One Health Community Partnership project.
ROLE PURPOSE:
Reporting to the Project Director, the Ethiopia Project Manager (PM) will be working closely with implementing partner organizationβs team, Canadian project team, Zonal government departments, community leaders, and community members.Β
The PM will be responsible for:

Providing technical leadership, and overall management of project implementation in Ethiopia.Β

Ensure that gender mainstreaming, or gender perspectives and equality considerations are integrated into all project activities.

Supporting monitoring and evaluation and gender assessment, and ensure Project quality.Β
-
Ensuring effective financial and operational management of the project.
-
Working in the field to meet with and mobilize community members and women and men leaders.Β
-
Coordinating grade school related project activities on One health.Β
-
Supporting Canadian and domestic volunteers and Canadian faculty members.
-
Assisting with the coordination of the pandemic preparedness exercises.

The PM will act as the primary focal point and represent the project to GAC and other key stakeholders in Ethiopia and the project region.

Comply with GAC / University of Saskatchewan policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

The PM is ultimately responsible for compliance and the oversight of project activities in Ethiopia, which will meet the stated objectives of the project.Β
KEY AREAS OF ACCOUNTABILITY:

Lead the implementation of high quality Project activities in line with grant agreement and GAC / University of Saskatchewan technical and operational requirements.

Ensure that implementation is accelerated and on track in line with approved budget and required quality.
-
Ensure that effective monitoring and performance management systems are in place for achieving prior agreed project activity targets, budget allocations and financial expenditures.Β
-
Ensuring that value for money can be effectively demonstrated to the donor and activities and expenditures are compliant with donor requirements.
-
In coordination with GAC / University of Saskatchewan, continually reflect on the extent to which implementation of activities and outputs will lead to the achievement of desired outcomes and make necessary adjustments.

Conduct planning meetings with key project partners, while ensuring adequate planning documents are established and maintained.
-
Monitor progress of activities against the detailed implementation plan and log frames while evaluating the relevance and appropriateness of the intervention.
-
Identify technical and operational project supply needs and coordinate with partner organization team to put in place a sensible phased procurement plan.
-
Prepare timely and quality project and donor reports on project activities in compliance with internal requirements and any relevant external donor requirements.

Ensure that activities are appropriately planned, that delays and constraints are documented, and solutions identified.

Ensure Projects are adequately resourced and oversee timely quarterly budget projections and expenditure of approved budgets, ensuring appropriate spend and proper and effective use of Project resources.

Communicate with the Canadian Director on the overall progress of implementation, as well as all the key risks and mitigation measures.Β

Timely flag and discuss key challenges, incidents and divergence from the donor-approved plans.

Make frequent visits to project communities to monitor and oversee project implementation and provide technical and managerial guidance/support identifying issues that need timely action and support at different levels.

Work with the Monitoring and Evaluation team to capture ideas to ensure that the Project is monitored against measurable and appropriate indicators.

Ensure regular post distribution monitoring is carried out appropriately, and contributes to situation/response analysis, and any corresponding revision of Project plans.

Β Support Project assessments, evaluations and other reviews required in the Project.

Ensure that learning and good practice is gathered, documented and shared with the wider project.Β

Strategically plan staffing needs to implement the Project, supporting implementation partners for timely recruitment, orientation, and training of new staff as required.

Provide necessaryΒ input to the Canadian Project Director to ensure that implementation is adequately supported in Ethiopia.

Technical management and supervision of project staff, to ensure that they have clear objectives and received meaningful feedback on their performance.

Encourage teamwork, openness, and honesty among staff and between OHCP and its partners.

Orient and advise student volunteers and set expectations for conduct. Plan student activities in collaboration with Canadian project team.
REPRESENATION:
-
Maintain good working relationships with officials and other humanitarian actors, particularly those within the relevant government agencies (local and national authorities including technical departments in gender, public health, human/animal health and environmental health, INGOs, NGOs, UN agencies.)

Represent OHCP and maintain good working relationships among community leadership structures and community- based organizations, and with visiting donor and third-party monitoring teams and other key contacts.Β

Keep abreast of NGO, government, and donor initiatives relevant to OHCP work.

In coordination with the Canadian Project Director, represent the Project in GAC donor meetings and with representatives from GAC in Ethiopia as required.
SUPERVISION:
-
The Ethiopia PM will supervise 2 β 3 project team members, as well as volunteers and contracted trainers.
The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.
EDUCATION:Β Bachelor’s degree in relevant subject such as Development studies, Gender, Health (e.g., health sciences, public health), or equivalent combination of education and work experience.
EXPERIENCE:Β Minimum of five years’ experience related to project management.Β
LANGUAGE:Β Proficient in English Language.
