ASSIGNMENT TITLE:Â Environmental Compliance Advisor Â
PERIOD OF PERFORMANCE:Â on/about May 19, 2025, to July 31, 2025
LOCATION: Addis Ababa
PROJECT OVERVIEWÂ
Feed the Future Ethiopia Transforming Agriculture is a 5-year project that aims increase access to healthy diets for Ethiopians, particularly for women and children. Feed the Future Ethiopia Transforming Agriculture has three intermediate results:
- Increased availability of safe, diverse, nutritious foods
- Increased incomes in the food and agriculture sectors
- Increased convenience and desirability of safe, diverse, nutritious foods
Together, these intermediate results will improve the competitiveness, inclusiveness, resilience, and sustainability of Ethiopia’s food and agriculture system.
ASSIGNMENT OVERVIEW
Objective
The Environmental Compliance Advisor ensures the successful implementation of mandatory environmental reviews, environmental mitigation plans, and environmental compliance monitoring. To facilitate prudent environmental management and compliance, he/she works closely with grantees, Portfolio Managers, Engagement Managers, and the project Grants Team. The Advisor will work from Feed the Future Ethiopia Transforming Agriculture’s Addis Ababa office for the duration of this assignment.Â
Activities
- Advises teams on how best to comply with USAID’s Environmental Procedures for assigned activities, including effective monitoring of partner implementation of the environmental mitigation measures required by Initial Environmental Examinations (IEEs) and Environmental and Social Impact Assessments (ESIAs). Â
- Develop, implement, and monitor Environmental Mitigation and Monitoring Plans (EMMPs) and Environmental Review Reports (ERRs) for assigned activities.
- Coordinate environmental compliance reporting for assigned activities. Ensure required Environmental Mitigation and Monitoring Reports (EMMRs) are completed for assigned activities on a timely basis. Â
- Support regional staff to conduct routine monitoring of field activities for environmental compliance, reporting on activities and findings and, providing recommendations that were appropriate.  Â
- Provide in-country environmental training for partner grantees who also require additional capacity building regarding environmental compliance.  Â
- Review and ensure all assigned activities follow USAID’s environmental regulations, as well as the relevant Ethiopian Government’s environmental laws, policies and regulations;   Â
- Work closely with national and regional project team members to ensure proper implementation of environmental mitigation and monitoring and other conditions set by USAID for assigned activities.  Â
- Contribute to monthly, quarterly and annual reporting as required.   Â
ANTICIPATED DELIVERABLES
Under this assignment, the consultant will be paid based on actual hours worked. The consultant must complete a timesheet to support hours worked in the format provided by RTI and submit on a weekly basis.
KEY QUALIFICATIONS
This assignment is open to individual consultants only who meet the below qualifications. Groups of consultants will not be considered.Â
- Bachelor’s Degree or higher in a field relevant to this assignment and more than 6 years of experience developing environmental procedures and guidelines.
- More than 3 years of experience designing environmental mitigation measures specifically for USAID-funded activities.Â
- In-depth familiarity with, understanding of, and ability to successfully navigate USAID and Ethiopian environmental rules and regulations.Â
- Strong knowledge of agriculture (crop and livestock) and the potential environmental risks associated with the sector Â
- Excellent analytical and problem-solving capacities. Ability to identify issues with contractual implications, ensure consistent donor reporting and support teams in providing appropriate analyses of activities  Â
- Excellent knowledge Microsoft Office, including MS Word, Outlook, PowerPoint, Excel Â
- Professional fluency in English (both spoken and written) and strong command of Amharic is required.
