Summary of the position

Brief description of the position’s role within the Project(s): Emergency WASH Project Manager administratively report Area Manager and technically report to Country WASH advisor and responsible for planning, management, monitoring, technically oversight & support projects, and building the capacity of WASH staffs and local government stakeholders. Oversee the day to day staffs management and movement of the project, ensure the coordination and representations at different level in the zone as well as in region. 

The Emergency WASH Project Manager shall be responsible for overseeing and proving technical supports and leadership of the staffs in the area and involve on different coordination meeting, emergency assessments, joint missions, ensure the cholera project to be implemented effectively/efficiently and monitoring. The Project Manager will ensure quality and effective project response programme in the targeted woredas and in place good relationship with humanitarian organization and government partners

ESSENTIAL RESPONSIBILITIES AND DUTIES:

Technical support and Capacity building 

Organized and Conduct needs assessments, project reviews, and post-project impact assessments as needed.

Actively participate in preparation of implementation plan, WASH facilities assessments, especially technical description like design, BoQ, and budget development jointly with the project team.

Conduct detain WASH assessments, identify the target kebeles with WASH infrastructure interventions, Produce detail implementation for the WASH projects in the intervention area. 

Periodically, update and ensure that progress in accordance with the plan. 

Ensure that projects are implemented in a timely and professional manner, according to goal, objectives, and indicators and in line with ZOA, government and donor requirements.

Ensure proper documentation of  WASH activities/data and experiences at field office level.

Conduct regular monitoring and technical field visits to project sites.

Develop/review the assessment tools, guidelines and reporting formats together with the regional team and supervisor. 

Review and share the WASH activity plan, Spending plan and procurement plan and follow up for their delivery timely. 

Ensure that the emergency WASH activities are carried out in accordance with the Sphere Minimum Standards and Humanitarian Charter in disaster response, Clusters standards and ZOA objectives/values.

Organize and conduct trainings and workshops for WASH staff;

Conduct WASH team capacity assessment and Support the WASH field staff in designing & coordinating training/workshops. 

Support and capacitate the field teams on assessments, BCC/IEC message developing and hygiene promotions. 

Representation and Coordination

Regularly attend in different platforms like WASH Cluster and others in representing ZOA in the Zone and targeted woredas.

Ensure assessments are executed and from them integrated emergency response plans; implementation and exit strategies are developed.

Maintain ongoing surveillance of the developing humanitarian Cholera emergency situation and adjust activities accordingly.

Ensure adequate monitoring, reporting and acquittal of emergency WASH and Shelter activities within the country, and the timely provision of situation reports and fundraising material

Establish and maintain constructive working relationships with other NGOs, UN agencies, host government, bilateral and multilateral donors, and other principle stakeholders.

Work closely with Area Manager and other WASH team to identify capacity building needs for WASH members and develop context appropriate initiatives for individuals and teams using a variety of approaches.

Support technical capacity building assessment, planning and initiatives of relevant external stakeholders (LNGOs, Health,  Water Resources, etc.) 

Arrange different joint visiting with donor, Project consortium members and government line offices. 

HR, Finance and Logistics support

Ensure the purchase request of supplies initiated as per the project specifications.

Follow up the procurement of project supplies timely and proper utilization of resources with the logistics team and supervisor.

Coordinate the development of all project implementation plans and budgets within the framework of the agreed emergency response programme and strategy.

Coordinate mobilisation of financial resources related to needs in the area and scale up Program.

Reporting: 

Provide timely STRIP Cholera reports and updates to CO-WASH and Shelter Advisor and Program quality team. 

Ensure and coordinates timely production of monthly progress reports by WASH and Shelter staff based on qualitative and quantitative indicators of project status;

Provide input as required to complete donor reports.

Prepare, review and follow up the project reports to the concerned government sector offices. 

Collect, review and submit monthly cluster reports, particularly WASH on Activity info.

Educational Qualification and Experience:

University degree in Water Resource/Hydraulic  Engineering, Environmental health/public health or other related fields.

AutoCAD, Water CAD and other engineering software like EPANET skill 

4 + years’ experience in Emergency WASH and S/NFI, preferably in a humanitarian setting (refugee camps, rural development, or emergency response) for first degree

3 years validated experience for post graduate.

At least 2 years managerial level experience.

Experience of Emergency Project management like WASH and S/NFI preferable 

Project management experience.

Excellent representational and coordination 

Excellent communication and interpersonal

Flexible, willing to travel and assigned temporarily in harsh environment
