Activity Background 

Urban WASH, a $44.9M USAID-funded initiative, aims to enhance safe, inclusive, and resilient water, sanitation, and hygiene services. Effective operation and maintenance of vacuum trucks and pumps are essential for fecal sludge management. This activity seeks to address skill gaps among private operators, utility workers, and TVETI (Technical and Vocational Education and Training Institute) auto-mechanic instructors to ensure the proper use and maintenance of vacuum trucks. The training program will be further institutionalized in each city through trained TVETI to enable sustainable capacity building. 

This STTA will focus on developing resources for o Vacuum Truck Operation and Maintenance training.

Purpose of STTA

To enhance the technical capacity of vacuum truck operators (private and utility) and TVETI auto-mechanic instructors to effectively operate and maintain vacuum trucks and pumps. This program aims to institutionalize the training program within TVETIs in each city, ensuring sustainable skill development and improved operational efficiency.

Specific Tasks 

 The consultants will undertake the following activities:

Specific Tasks

  1. Needs Assessment:

    1. Conduct a review of current practices, tools, and resources used by vacuum truck operators and TVETI instructors.

    2. Identify technical gaps and training needs in vacuum truck operation and maintenance.

  2. Curriculum Development:

    1. Develop a detailed curriculum tailored to the needs of operators and TVETI auto-mechanic instructors.

  3. Manual Development:

    1. Create practical training manuals, safety guides, and operational handbooks.

  4. Competency Assessment Tools:

    1. Design tools to evaluate participants’ technical skills in operating and maintaining vacuum trucks and pumps.

  5. Stakeholder Collaboration:

    1. Work with EWTI, TVETIs, and local utilities to ensure alignment with sector priorities and best practices.

  6. Validation Workshops:

    1. Facilitate workshops with stakeholders to review and refine training materials.

  7. Training of Trainers (ToT):

    1. Conduct ToT sessions for TVETI instructors to enable long-term program delivery in each city.

  8. Finalization and Handover:

    1. Incorporate feedback from validation workshops and deliver finalized materials in soft and hard copies.

This assignment will run from January 20, 2025, to March 21, 2025., covering 45 working days.

Working arrangements

The consultant will work and coordinate with Urban WASH and EWTI for training resource development, validation workshop, ToT session, and submission of deliverables.

Minimum Qualifications 

  • Advanced degree in mechanical engineering, WASH, or related fields.

  • Proven experience in vacuum truck operation and maintenance training.

  • Familiarity with TVET curriculum development and delivery.

  • Strong knowledge of operational safety protocols and gender-sensitive training methodologies.
