Activity Background 

Urban WASH, a $44.9M USAID-funded initiative, is dedicated to improving sanitation services through innovative and cost-effective approaches. Decentralized wastewater treatment plants (DWWTPs) offer a viable solution for managing wastewater in urban and peri-urban areas where centralized systems are not feasible. This activity aims to strengthen the technical and operational capacity of utility staff, operators, and municipal managers to manage DWWTPs effectively, focusing on low-cost technologies that enhance sustainability and accessibility.

This STTA will focus on developing training resources for Management of Decentralized Wastewater Treatment Plants (Low-cost Technology Focus).

Purpose of STTA

To enhance the capacity of wastewater treatment plant operators, municipal staff, and utility personnel in managing decentralized wastewater treatment plants (DWWTPs) with a focus on low-cost and innovative technologies to ensure sustainable operations and service delivery.

Specific Tasks 

 The consultants will undertake the following activities:

Specific Tasks

  1. Needs Assessment:

    1. Review current practices and resources related to DWWTP management.

    2. Identify capacity gaps and technical challenges in operating low-cost technologies.

  2. Curriculum Development:

    1. Develop a curriculum covering the design, operation, and maintenance of DWWTPs with a low-cost technology focus.

  3. Manual Development:

    1. Create practical training manuals, including troubleshooting guides and operational checklists.

  4. Competency Assessment Tools:

    1. Design tools to evaluate the technical skills of participants before and after training.

  5. Stakeholder Collaboration:

    1. Engage with EWTI, municipal authorities, and utility operators to ensure alignment with sector needs and best practices.

  6. Validation Workshops:

    1. Facilitate workshops to review and refine training materials based on stakeholder input.

  7. Training Delivery:

    1. Conduct training sessions for DWWTP operators and municipal staff to enhance technical capacity.

  8. Finalization and Handover:

    1. Incorporate feedback from validation workshops and submit finalized materials in both soft and hard copies.

Deliverables

  • Needs assessment report identifying challenges and training needs.

  • Approved curriculum for decentralized wastewater treatment plant management.

  • Comprehensive training manuals, including low-cost technology guides.

  • Competency assessment tools tailored to DWWTP management scenarios.

  • Validation workshop report summarizing feedback and revisions.

  • Completion report for training sessions delivered to stakeholders.

  • Comprehensive final report summarizing STTA activities and outcomes.

Working arrangements

The consultant will work and coordinate with Urban WASH and EWTI for training resource development, validation workshop, ToT session, and submission of deliverables.

Minimum Qualifications 

  • Advanced degree in environmental engineering, WASH, or related fields.

  • Proven experience in designing and managing decentralized wastewater treatment systems.

  • Knowledge of low-cost wastewater treatment technologies.

  • Experience in curriculum development and training facilitation.

  • Expertise in inclusive and sustainability-focused approaches to wastewater management.
