Activity Background 

Urban WASH, a $44.9M USAID-funded initiative, seeks to enhance safe and resilient water, sanitation, and hygiene services. Public and communal toilets play a critical role in addressing the sanitation needs of urban populations, particularly in areas with limited private facilities. Effective management and business models are essential for ensuring sustainable operations, financial viability, and inclusivity. This activity aims to build the capacity of operators, municipal managers, and stakeholders to implement and sustain effective management and business strategies for public and communal toilets. 

This STTA will focus on developing training resources for Management and Business Models for Public and Communal Toilets.

Purpose of STTA

To enhance the capacity of public and communal toilet managers, operators, and utilities in designing and implementing effective management and business models that ensure sustainable service delivery, inclusivity, and financial viability.

Specific Tasks 

 The consultants will undertake the following activities:

Specific Tasks

  1. Needs Assessment:

    1. Review existing practices and resources related to the management of public and communal toilets.

    2. Identify gaps in knowledge and operational challenges faced by managers and operators.

  2. Curriculum Development:

    1. Develop a curriculum covering management strategies, business models, financial planning, and operational best practices.

  3. Manual Development:

    1. Create user-friendly training manuals, including guides on revenue generation, cost management, and community engagement.

  4. Competency Assessment Tools:

    1. Design pre- and post-training tools to evaluate participants’ skills and understanding of business and management models.

  5. Stakeholder Collaboration:

    1. Work with municipal authorities, EWTI, and private sector operators to align training content with local needs and best practices.

  6. Validation Workshops:

    1. Facilitate workshops to review and refine the training materials.

  7. Training Delivery:

    1. Conduct training sessions for public and communal toilet managers, operators, and municipal staff.

  8. Finalization and Handover:

    1. Incorporate feedback from validation workshops and deliver finalized training materials in both soft and hard copies.

Deliverables

  • Needs assessment report highlighting operational gaps and training priorities.

  • Approved curriculum for public and communal toilet management.

  • Comprehensive training manuals, including business model frameworks.

  • Competency assessment tools tailored to management and operational scenarios.

  • Validation workshop report summarizing feedback and revisions.

  • Completion report for training sessions delivered to participants.

  • Comprehensive final report summarizing STTA activities and outcomes.

Working arrangements

The consultant will work and coordinate with Urban WASH and EWTI for training resource development, validation workshop, ToT session, and submission of deliverables.

Minimum Qualifications 

  • Advanced degree in WASH, business administration, or a related field.

  • Proven experience in developing and implementing business models for sanitation services.

  • Knowledge of public and communal toilet management practices.

  • Strong facilitation and training design skills.

  • Expertise in equity-focused and gender-sensitive approaches to public service delivery.
