Call for Proposal (CFP): External Audit Services – FY 2024

1. Background:

Taakulo Somali Community (Taakulo) is a registered national NGO with the Ethiopian Authority for Civil Society Organizations, working in the Somali Region of Ethiopia. Since its establishment in February 2020, TSC has been committed to delivering impactful humanitarian aid, development, and peacebuilding programs with a strong focus on human rights advocacy. Our thematic areas include WASH, Health, Education, Livelihoods, Advocacy, and Protection, targeting vulnerable populations including IDPs, refugees, women, youth, and people with disabilities.

As part of our commitment to transparency, accountability, and good governance, Taakulo is seeking proposals from qualified and experienced audit firms to conduct an external audit of the organization’s financial statements for the fiscal year January 1, 2024 – December 31, 2024.

2. Objectives of the Audit:

  • To express an independent professional opinion on the financial statements of Taakulo for the fiscal year 2024.

  • To assess the organization’s compliance with donor requirements, internal policies, and applicable laws and regulations.

  • To evaluate the adequacy of internal control systems and recommend improvements where necessary.

  • To verify that donor funds have been used in accordance with the terms of the grant agreements.

3. Scope of the Audit:

The audit will cover:

  • All funds received and expended during the financial year 2024.

  • The balance sheet, income and expenditure statement, cash flow statement, and accompanying notes.

  • Review of compliance with relevant laws and grant conditions.

  • Sampling of key transactions and internal control systems.

  • Verification of assets, liabilities, and donor fund utilization.

The auditor is expected to perform the audit in accordance with International Standards on Auditing (ISA) and must prepare the audit report in line with International Financial Reporting Standards (IFRS) or relevant national accounting standards.

4. Deliverables:

  • Independent Auditor’s Report on the Financial Statements

  • Management Letter outlining observations, weaknesses, and recommendations

  • Audit Completion Report including compliance review and risk assessment

5. Qualification Requirements:

Audit firms submitting proposals must meet the following criteria:

  • Legally registered and authorized to practice audit in Ethiopia.

  • Demonstrated experience in auditing non-profit organizations or INGOs.

  • Familiarity with donor financial compliance (e.g., EU, USAID, UN, etc.).

  • Proven technical capacity, qualified staff, and relevant audit tools.

6. Proposal Submission Requirements:

Interested firms are invited to submit a comprehensive proposal including:

  • Technical proposal outlining methodology, audit approach, and timeline.
  • Financial proposal detailing audit fees and related costs.
  • Firm profile and evidence of similar assignments completed.
  • Valid license, TIN, VAT registration certificate, and renewed business license.
  • CVs of key personnel proposed for the assignment.

7. Evaluation Criteria:

Proposals will be evaluated based on:

  • Technical capability and relevant experience (40%)
  • Audit approach and methodology (20%)
  • Team qualifications (15%)
  • Cost-effectiveness (25%)
