Organization: PETCO Ethiopia

Project Title: Development of a Program Data Management (PDM) System

Objective: To engage a qualified firm or consultant to design, develop, implement, and support a comprehensive PDM system to enhance program data management for improved efficiency, decision-making, and reporting.

Scope of Work:

• Software Development: Create a robust, secure, user-friendly, and scalable PDM software with features for data entry (with validation), comprehensive report generation, integrated document management, and intelligent linkages to track project deliverables, outcomes, KPIs, and resource utilization.

• System Integration: Integrate the PDM with other relevant organizational systems.

• Training: Provide comprehensive training and user manuals for approximately 12 users, including post-deployment support and retraining.

• Testing and Quality Assurance: Conduct rigorous testing (functionality, usability, performance, security, compatibility, integration) and ensure compliance with relevant regulations, guaranteeing functionality for at least two years and required maintenance.

• Post-Implementation Support: Offer ongoing support and maintenance after deployment, including troubleshooting, updates, performance tuning, and adaptation to workflow or regulatory changes.

• Knowledge Transfer: Provide thorough knowledge transfer to the PETCO Ethiopia team, including technical documentation and hands-on training for system management and updates.

Key Deliverables:

• Project inception report (with demo)

• System requirement specification (SRS)

• System design document (SDD)

• Complete source code (if applicable)

• Technical documentation

• Completed PDM tool

• Training materials

Project Duration: One year (Contract duration: Two years)

Number of Days: 260 working days

Planned Start Date: May 8, 2025

Location: Addis Ababa, Ethiopia

Evaluation Process: Quality-cost based evaluation.

Submission Deadline: May 16, 2025.

Required Qualifications and Experience (Firm/Organization):

• Minimum five years of experience in delivering similar large-scale projects.

• Proven experience in implementing similar projects regionally and internationally.

• Compliance with provided requirements specifications.

• Strong technical approach, methodology, and work plan.

• Qualified and competent experts with at least five years of experience in digital tools, software, and infrastructure analysis.

• Proven expertise in independent reviews and assessments of digital products.

• Familiarity with Non-for-profit organizations’ development interventions.

• Experience in the provision of selected applications and infrastructure.

• A detailed company profile highlighting qualifications and past experiences.

• A detailed technical plan for the provision of applications and infrastructure, including services.

• Legal renewed trade license, VAT certificate and TIN certificate.

• A financial proposal in ETB for applications and infrastructure, including service provision fees, with a breakdown of costs and timelines.

Interested and qualified consulting firms are invited to collect Terms of Reference from PETCO Ethiopia head office and submit technical and financial proposal separately in sealed and stamped on or before May

16, 2025 by courier to PETCO Ethiopia Head office.
