The Bahir Dar Specialty Eye Centre (BDSEC), an initiative of Cure Blindness Project, has finalized its office set-up and is expected to become a leading institution in the fight against avoidable blindness in East Africa. For over 25 years, the initiative has been at the forefront of global efforts to eradicate avoidable blindness by developing high quality, cost-effective eye care systems in underserved regions. It has facilitated over 1.4 million sight-restoring surgeries and screened more than 14.5 million people, providing essential care and treatments to those in need.

In addition to these surgical achievements, the initiative has trained over 19,500 eye health professionals and established five eye hospitals around the world. As part of its continued commitment to improving global eye health, BDSEC is proud to introduce a state-of-the-art facility in Bahir Dar, Ethiopia. 

BDSEC will offer advanced cataract surgeries and a wide range of specialized eye examinations and surgical procedures.

BDSEC is seeking to recruit the Security Focal Point (SFP) highly skilled professional who will play a crucial role in the Center’s mission to restore sight and improve the quality of life for countless individuals in the region. We invite qualified candidates to apply for the following key position:

Location: Bahir Dar Speciality Eye Care Centre (BDSEC), Amhara, Ethiopia

Reports to: Global Security Advisor and Program Heads

Department: Risk Management

Job Summary:

The Security Focal Point (SFP) for the Bahir Dar Speciality Eye Centre will oversee and implement the security risk management framework. The SFP ensures the safety of staff, volunteers, and assets, promoting the successful and secure operation of the BD SEC. This role includes daily risk analysis, journey management, and the handling of security incidents in collaboration with local stakeholders and other Cure Blindness Project functions.

Key Responsibilities:

1. Security Risk Management (SRM)

  • Implement SRM strategies per the Program Security Management Plan.

  • Conduct daily context monitoring, evaluations, and threat assessments for Areas of Operation (AO).

  • Develop and implement security plans for both local and remote events, covering site security, journey management, and emergency response.

  • Maintain and update the Alert State System for operational areas, informing staff of any changes.

2. Incident Management and Reporting

  • Act as the security emergency first responder, ensuring timely and effective responses to security incidents.

  • Maintain an incident reporting system to document all security-related incidents, near misses, and key developments.

  • Serve on the Incident Management Team (IMT) as the security coordinator.

  • Support crisis management efforts in the event of major security threats, in collaboration with the Global Security Advisor.

3. Stakeholder and Community Engagement

  • Maintain and update the contextual knowledge and security management system via the online platform.

  • Establish and maintain good relationships with local authorities, community leaders, and other stakeholders to promote access and acceptance of Outreach Program activities in remote areas.

  • Liaise with partners and other NGOs in the region to share contextual information and collaborate on access strategies.

4. Training and Capacity Building

  • Conduct security training and awareness sessions for all staff and volunteers, ensuring compliance with the SRM policy and plans.

  • Lead simulations and security drills to test emergency procedures and incident response.

5. Journey and Site Security Management

  • Oversee the journey management system, ensuring safe travel routes and protocols for staff and volunteers.

  • Manage the physical security and static guard force of the BD SEC, ensuring compliance minimum security standards.

6. Collaboration and Integration

  • Serve as the primary contact for the Global Security Advisor and collaborate with local and global security teams.

  • Provide regular updates to Program Heads, the Global Security Advisor, and the Head of Risk on the security landscape and operational risks.

Qualifications and Experience:

  • Master’s degree in Politics, Law, Criminology, or a related field.

  • Minimum 3 years of relevant work experience, preferably in a humanitarian or international development context.

  • Comprehensive contextual knowledge of the Amhara region, particularly of Awi, East Gojam, West Gojam, Central Gondar, and South Gondar Zones.

  • Ability to work under pressure in high-risk environments within a multi-cultural, multi-ethnic organization.

  • Ability to train and coach national and international staff in safety and security measures.

Skills:

  • Strong people management, training, and organizational skills.

  • Proficient in Internet and Microsoft Office applications including Word, Excel, PowerPoint, Access, and other database/mapping systems.

  • Fluent in written and spoken English and Amharic.

  • Strong report writing, analytical, and interpersonal skills.

Additional Requirements:

  • Willingness to travel within Ethiopia as required.

  • Commitment to the Do No Harm principle and maintaining political neutrality.

  • Ability to respond flexibly to evolving security risks.
