Activity Background 

Urban WASH, a $44.9M USAID-funded initiative, seeks to improve water, sanitation, and hygiene services in urban and peri-urban areas. This activity focuses on building the technical and operational capacity required for the sustainable recovery and reuse of fecal sludge resources, including nutrient recovery for agriculture and energy production. The program aims to develop tailored training resources and institutionalize these practices across urban areas to promote environmental sustainability and economic benefits. 

This STTA will focus on developing resources for Fecal Sludge Resource Recovery and Reuse training.

Purpose of STTA

To enhance the technical capacity of fecal sludge management (FSM) practitioners, utilities, and private sector operators in resource recovery and reuse. This activity will institutionalize training programs for the future within TVETIs in targeted cities, enabling sustainable skill development and the promotion of resource recovery technologies.

Specific Tasks 

 The consultants will undertake the following activities:

Specific Tasks

  1. Needs Assessment:

    1. Conduct a review of existing sludge resource recovery practices and technologies.

    2. Identify gaps in knowledge and capacity for recovery and reuse among FSM stakeholders.

  2. Curriculum Development:

    1. Develop a comprehensive curriculum covering nutrient and energy recovery methods.

  3. Manual Development:

    1. Create practical training manuals, including step-by-step guides for resource recovery techniques.

  4. Competency Assessment Tools:

    1. Design pre- and post-training assessment tools to evaluate participant skills.

  5. Stakeholder Collaboration:

    1. Work with EWTI, TVETIs, and local governments to align training content with national policies and best practices.

  6. Validation Workshops:

    1. Facilitate workshops to refine training materials and incorporate feedback.

  7. Training of Trainers (ToT):

    1. Deliver ToT sessions for TVETI instructors to support the delivery of resource recovery training in urban areas.

  8. Finalization and Handover:

    1. Finalize materials based on validation feedback and submit all deliverables in soft and hard copies.

Deliverables

  • Needs assessment report identifying capacity gaps and opportunities.

  • Approved curriculum for fecal sludge resource recovery and reuse.

  • Practical training manuals, including operation and safety guides.

  • Competency assessment tools tailored to resource recovery techniques.

  • Validation workshop report summarizing revisions and outcomes.

  • Completion report for ToT sessions with TVETI instructors.

  • Comprehensive final report summarizing STTA activities and results.

Working arrangements

The consultant will work and coordinate with Urban WASH and EWTI for training resource development, validation workshop, ToT session, and submission of deliverables.

Minimum Qualifications 

  • Advanced degree in WASH, environmental engineering, or related fields.

  • Proven experience in resource recovery and reuse technologies.

  • Familiarity with FSM practices and training methodologies.

  • Experience working with TVETIs to institutionalize technical programs.

  • Expertise in inclusive and gender-sensitive training approaches.
