CBM Seeks Hiring an External Structural Engineer-Consultant  

Assignment Title: Structural Assessment of Staircase Strength at the Pediatric Eye Unit, ALERT Hospital, Addis Ababa 

Location: ALERT Hospital, Addis Ababa, Ethiopia 

Duration: (2 weeks from the start of the assignment) 

Background: The Pediatric Eye Unit at ALERT Hospital is currently under construction, with financial support from RTL/SDL. As part of the quality assurance process, CBM Ethiopia Country Office (CO) seeks to engage an independent structural engineer to assess the strength and safety of the staircase within the facility. This assessment is critical to ensure compliance with structural standards and the safety of all users, including children and individuals with disabilities. In addition, the already built staircase serves as the first escape route and must therefore fulfil the requirements in the event of an emergency. 

Objective: The primary objective of this assignment is to conduct a thorough structural assessment of the staircase and provide independent, professional feedback on its strength, safety, and compliance with relevant building codes and standards. 

Scope of Work: The structural engineer will be required to: 

  • Review the construction documentation of the staircase. This includes the structural drawings and calculations, construction documentation such as construction diary, photo documentation and the results of the strength tests of the used concrete and steel as well as presentation of the preliminary findings to CBM Building Advisor. 
  • Conduct an on-site inspection including required construction openings of the staircase to evaluate its as-built construction quality, and materials used, and presentation of the preliminary findings to CBM Building Advisor. 

  • Perform the necessary structural assessments to determine the staircase’s strength and stability. This includes structural calculations and if necessary, load testing in accordance with CBM Building Advisor. 

  • Assess compliance with national and international building codes and safety standards, particularly those applicable to healthcare facilities. 

  • Identify any potential risks or areas of concern and recommend corrective actions if needed. 

  • Provide a detailed report of findings, including observations, test results, and recommendations. 

Deliverables: 

  • Inception Report: Outline of the methodology, tools, and timeline for the assessment. 

  • Final Structural Assessment Report: Detailed findings, analysis, and recommendations, including any required corrective measures. 

Management and Reporting: The structural engineer will report directly to humantektur gGmbH as international construction consultants in Germany (rebecca.traeger@humantektur.de). CBM Ethiopia CO will facilitate access to necessary documents and coordinate site visits in collaboration with ALERT Hospital. 

Ethical Considerations: The structural engineer must ensure professionalism, confidentiality, and adherence to CBM’s safeguarding policies throughout the assignment. 

Qualifications and Experience: The selected structural engineer must possess the following qualifications and experience: 

  • A degree in Civil or Structural Engineering from a recognized institution. 

  • Professional certification or licensing as a structural engineer and tax identification number. 

  • At least 7 years of experience in structural assessments, particularly in healthcare or similar facilities. 

  • Demonstrated expertise in load testing and compliance assessments based on national and international building codes. 

  • Demonstrated proficiency in English communication skills. 

  • Excellent analytical and report-writing skills.
