Brief description of the project
The Higher Tier Cooking Component (HTCC) Ethiopia project is a (clean) cooking project being implemented in Ethiopia as part of a larger ‘Strengthening the Entrepreneurial Ecosystem for the Clean Cooking Sector’ project funded by the Netherlands Development Agency (RVO). The project is jointly implemented by the Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH and the Netherlands Development Organization (SNV) with the objective of supporting the growth of the higher-tier clean cooking market in Ethiopia.
The HTCC project activities primarily address barriers to commercial growth on the supply side as well as within the enabling environment. By doing so, the project aims to establish a competitive business environment for higher-tier private sector actors that contribute to the increased adoption of higher-tier clean cooking technologies. It also aims to strengthen the necessary enabling framework conditions to enhance entrepreneurship and the commercialization of higher-tier clean cooking solutions in Ethiopia. This is primarily to be achieved by building sustainable HTCC markets.
The project identified supply-side barriers, such as limited number of HTCC businesses, limited access to finance, lack of high-quality and energy efficient HTCC technologies (and fuels) feasible to local conditions as well as low levels of local R&D and innovation. The project also addresses enabling environment barriers, such as lack of efficient coordination and collaboration among sector players, absence, and limited enforcement of regulatory mechanisms (e.g., stove testing, certification, and labelling) and finally prioritizing higher tier cooking in national cookstove and electrification program. The project aims to overcome such barriers by undertaking key activities under three pillars:
-
Business training and coaching (Pillar I -Pipeline Development, implemented by SNV)
-
Providing financial incentives to companies to introduce innovative HTCC products (Pillar II – Innovation Challenge Fund, implemented locally by GIZ)
-
Overcome market barriers and increase the supply of HTCC solutions by incentivizing companies with results-based financing (Pillar II – Results-based Finance implemented by SNV
-
Improving the enabling environment both at the Macro (Pillar III- implemented by GIZ) and Meso level (Pillar III- implemented by SNV) through policy capacity development and awareness creation, strengthening the capacity of business alliances and associations, institutional support for product testing, standardization, certification and labeling.
-
