Background and Contexts
Contexts
After the completion of the last implementation phase, April 2021 to March 31, 2023 funded by The David and Lucile Packard Foundation, the current Government capacity building project started operation on May 1, 2023, and ends on April 30, 2025. The main objective of the project is to build the capacity of government agriculture experts on conservation agriculture and further cascade the knowledge and practice to farmers residing in the area. The current project has been operating in a total of 25 targeted districts located in East Wollega, Jimma, Illubabor, and West Shewa zones while the previous project has been implemented in Oromia and Benishangul Gumuz target zones from April 2021 to March 31, 2023. These zones have separate geographical, and socio-economic characteristics, ranging from lowlands to highlands. Hence, they get heavy rains from June to September, and lesser rains from February to May. Communities residing in the targeted areas practice mixed farming, and the areas are known for producing food crops, commercial crops such as coffee and horticulture, and rear livestock for their livelihood. Soil erosion, water management problems and inadequate agricultural practices are the key challenges faced by farmers. Conservation agriculture practices are recommended sustainable solutions for the challenges of the farmers which should be first given to Agriculture experts as a Training of Trainers and cascaded down to Development Agents (DAs) and then to farmers and get adopted.
The current project targeted districts are from East Wollega zone: Gudeya Billa, Biloboshe, Sasiga, Diga, Nunu Kumba, and Jimma Arjo; from Jimma zone: Gera, Gomma, Mana, Shabe, Dedo, Chora Boter, Nono Begna and Omo Beyan; from Illubabor zone: Metu, Yayo, Bure, Algae Sachi, and Dorani; and from West Shewa zone: Liban Jawi, Ambo, Toke Kutaye, Nono, Midakegn, and Wolmera. The previous phase includes Oromia (target woredas from East Wollega, Jimma, West Shewa, East Shewa and Illubabor zones) and Benishangul Gumuz (Assosa, Ura, Homosha, …& other selected woredas).
2. Objectives of the Final Evaluation
The final evaluation aims to:

Assess the relevance and effectiveness of CAMT training applications, the cascading process, the vermi-worm support, and exposure visit conducted by the project

To assess the change in capacity of the government sector experts that participated in the Master Trainer program, to review the action in view of the sustainability of results and skills gained by agriculture experts and farmers communities,

Measure the outcome and impacts of capacity building intervention on agriculture experts’ knowledge and skills
-
Evaluate the sustainability of the project’s interventions and potential for long-term impact on targeted farmers,
-
Identify lesson learned and recommendations for future initiatives focused on CA,
-
Identify and explain how CAMT trained, and farmers adapted the concept and principles of conservation agriculture. Training programs,

To develop recommendations on how the government continue the implementation of CA future.Â
3. Scope of the final evaluation
This final evaluation is to assess the impacts of the completed activities of building government capacity for conservation agriculture project in below geographic location:
Geographical scope: three districts of East Wollega zone (two from current; Jimma Arjo & Sasiga, and one from previous phase; Sibu Sire), four districts from Jimma zone (two from current; Shebe Sombo & Dedo and two from previous phase; Kersa & Sigmo), two districts from West Shewa zone (from current; Ambo & Toke Kutaye), and three districts from Benshangul Gumuz region (previous; Abramo, Homosha & Ura). FHE partnering with each zone agriculture offices will provide lists of kebeles.Â
Time period: The external evaluation process starts in February 2025 and ends in first week of April 2025.
Qualifications and Skills: Criteria for selection of the consultant
The external consultant should have the following qualifications and experience:

M.Sc in areas of Conservation Agriculture, Sustainable Agriculture, Agriculture, Extension service or related field is preferable Â

Meeting FH’s service purchase requirements Â

Experts in evaluation methodologies, including mixed methods,

Proven experiences in evaluating capacity-building projects, especially in agricultural sectors,

Speak, and writing Afan Oromia fluently,
-
Strong knowledge of conservation agriculture practices,Â
-
Excellent writing, communication, and presentation skills

Bidding Requirements:
Prepare two sets of financial and technical bid documents: one marked as “Original” and the other as “Copy,” each placed in separate envelopes.
Place both envelopes into a single outer envelope, seal it securely, stamp it, and submit it to the FH Ethiopia Head Office by the deadline for submission: February 14, 2025, before 04:00 PM.
