Introduction
The Chura Abugida Kene-Tibebawi Mahiber (CAKTM) is a vibrant, youth-led organization registered under the Federal Democratic Republic of Ethiopia (FDRE) Agency for Civil Society Organizations with the official Re-registry number 2808 in 2019. CAKTM envisions a future where youth in Tigray thrive both socioeconomically and politically, reaching their highest potential.
Over the past decade, CAKTM has implemented over 34 projects, directly benefiting more than 1.6 million young people. Its impact spans various sectors, including education, health, agriculture, peacebuilding, and economic development. However, the recent conflict in Tigray has severely impacted the region, leaving a significant portion of the youth population facing immense challenges, including limited access to education, high unemployment rates, and the psychological trauma of displacement.
To effectively address these challenges and continue its vital work, CAKTM, in partnership with Christian Aid and with the support of the European Commission, is implementing a four-year civil society support program in Ethiopia focused on “Strengthening Capacities, Independence, and Credibility of Local and Grassroots CSOs as Actors of Good Governance and Development in Ethiopia.”
To ensure the successful implementation of this critical program, CAKTM seeks to strengthen its human resources by recruiting highly qualified and motivated individuals to fill the Monitoring and Evaluation Manager.Β
Job Description for CAAA Monitoring and Evaluation Manager
About the Role
CAAA is seeking a highly motivated and experienced Monitoring and Evaluation (M&E) manager to lead the development, implementation, and oversight of a robust M&E system across all our programs. You will play a critical role in ensuring data-driven decision-making, program effectiveness, and accountability to donors and beneficiaries.
Key Responsibilities:

Lead the development and implementation of a comprehensive M&E system aligned with CAAA’s strategic plan and donor requirements.

Develop clear M&E frameworks, indicators, and data collection tools for all CAAA programs.

Manage a team of M&E specialists, providing coaching, mentoring, and capacity building.

Oversee data collection, analysis, and reporting for all programs.

Ensure timely and high-quality M&E reports are submitted to donors and stakeholders.

Conduct regular program evaluations to assess effectiveness, identify areas for improvement, and inform future programming.

Work closely with program teams to integrate M&E principles into program design, implementation, and monitoring.

Advocate for the use of M&E data for evidence-based decision-making across the organization.

Represent CAAA in M&E-related meetings with donors, government officials, and partners.

Perform other duties as assigned by the Executive Director.Β
Qualifications:

Minimum of a bachelor’s degree in Monitoring and Evaluation, Public Health, International Development, or a related field. A postgraduate degree is a plus.

At least five years of experience in M&E, with a proven track record of leading and managing M&E systems in an NGO setting. Experience in INGO is a plus.

Strong understanding of M&E principles, methodologies, and tools.

Experience in developing M&E frameworks, indicators, and data collection tools.

Excellent analytical and data management skills.

Strong communication, interpersonal, and writing skills.

Experience working in a cross-cultural environment.

Fluency in English (written and verbal) and proficiency in MS Office Suite.
